THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on August 19, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the August 19, 2025 meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-48-24 Wicker Dr, being Wake County PINs 171439627 and 1714395527 located just east of the intersection of Wicker Drive and Atlantic Avenue. Approximately 3.51 acres are requested to be rezoned by the Wake County Board of Alcoholic Control. The request seeks to rezone the property from Industrial Mixed Use – 3 stories (IX-3) to Commercial Mixed Use – 20 stories - Urban Limited – Conditional Use (CX-20-UL-CU). The applicant proposes two zoning conditions, one which prohibits detention centers, jails, and prisons on the properties, and another which limits square footage for retail uses to 20,000 and for office uses to 50,000; and the number of residential units to 675. Z-2-25 Bragg St, being Wake County PIN 1703736990 located at the intersection of Bragg Street and South Blount Street. Approximately 0.07 acres are requested to be rezoned by Catherine and Arnold Brown. This request seeks to rezone the property from Residential-10 with South Park Neighborhood Conservation Overlay District (R-10 w/ NCOD) to Neighborhood Mixed Use-3 stories with South Park Neighborhood Conservation Overlay District (NX-3 w/ NCOD). Z-7-25 Forestville Rd, being Wake County PIN 1747477639 located at the intersection of Forestville Road and Mitchell Mill Road. Approximately 14.10 acres are requested to be rezoned by Chad Essick of Poyner Spruill on behalf of Wake Cross Roads Baptist Church. The request seeks to rezone the property from Residential-4 (R-4) to Commercial Mixed Use – 4 stories – Conditional Use (CX-4-CU). The applicant proposes one zoning condition, which would limit the site's maximum entitlement to either 325 residential units, 115,000 square feet of office or medical space, or 57,500 square feet of retail space, along with various combined scenarios in between.
