The Planning Commission will be holding a study session on the below capital improvement plans: Parks System Improvement Plan: The Planning Commission will receive a presentation on the Parks System Improvement Plan, an element of the Parks, Recreation and Open Space Plan (PROS) as it relates to the proposed 6-year Capital Facilities Plan, as prepared by Pierce County Parks. Contact: Tiffany Odell, Planning Supervisor, (253) 798-4254 2026-2031 Airports Capital Improvement Program (ACIP): The Airports Capital Improvement Program (ACIP), prepared by the Pierce County Planning & Public Works – Maintenance & Operations Division, is intended to augment the County's Capital Facilities Plan and Airport Master Plans for each airport by identifying the priority, scope, timing, and funding for Airport Division projects, including runways/taxiways, hangar facility repairs, and obstruction removal projects, over a six-year time span. Contact: Mark Schumacher, Maintenance & Operations Division Manager, (253) 798-3097 2026-2031 Transportation Improvement Program (TIP) & 2026-2039 Fourteen-Year Ferry Program: The 2026-2031 Transportation Improvement Program (TIP) & 2026-2039 Fourteen-Year Ferry Program is a planning and programming document, prepared by the Pierce County Planning & Public Works – Office of the County Engineer Division, that identifies the scope, timing, and funding for public road projects including corridor studies, new construction, preservation, active transportation, safety, signalization, drainage, road widening, lane additions, channelization, rail crossings, and bridge construction improvements in alignment with the Comprehensive Plan. The document also includes information on expected revenues and expenses as well as required long-range maintenance and capital improvements for all major elements of the ferry system. Both programs ensure that the County has a current plan for a coordinated transportation improvement effort and seeks to promote and maintain the health, safety, and welfare of the residents of Pierce County. Both programs are updated annually in compliance with state requirements and guidelines as a means of preserving and improving the transportation system in unincorporated Pierce County. Contact: Letticia Neal, P.E., County Engineer, (253) 798-7041 2026-2044 Sewer Improvement Program (SIP): The 2026-2044 Sewer Improvement Program (SIP), prepared by Pierce County Planning & Public Works – Sewer & Water Division, is intended to augment the County's Capital Facilities Plan by identifying the priority, scope, timing, and funding for Sewer Utility projects including wastewater treatment plants and associated collection systems, within a twenty-year time span. Contact: Windy Kruse, Senior Planner, Sewer Division, (253) 798-3092 2026-2031 Drinking Water Improvement Program (DWIP): The 2026-2031 Drinking Water Improvement Program (DWIP), prepared by Pierce County Planning & Public Works – Sewer & Water Division, is intended to augment the County's Capital Facilities Plan by identifying the priority, scope, timing, and funding for Water Utility projects including treatment, supply and distribution systems, over a six-year time span. Contact: Chris Gallagher, Senior Planner, Sewer Division, (253) 798-2493 2026-2031 Surface Water Improvement Program (SWIP): The 2026-2031 Surface Water Improvement Program (SWIP), prepared by Pierce County Planning & Public Works - Surface Water Management Division, is intended to augment the County's Capital Facilities Plan by identifying the priority, scope, timing, and funding for surface water improvement projects, including river levee improvements, municipal stormwater system upgrades, culvert replacements, habitat restoration, and water quality improvements.
