FRANKLIN PUD NOTICE OF REQUEST FOR PROPOSAL 10544 BATTERY ENERGY STORAGE SYSTEM AGREEMENT NOTICE IS HEREBY GIVEN that Public Utility District No. 1 of Franklin County (FPUD) is seeking proposals for an Energy Storage Agreement (ESA) for a battery energy storage system (BESS). The BESS will be used to manage power load within Franklin County, Washington. FPUD will receive proposals no later than 5:00 p.m. Pacific Standard Time on Thursday, September 18, 2025 at the administrative office of FPUD located at 1411 W Clark St, Pasco, Washington 99301. Proposals may be submitted by email, mail, or by hand delivery. Proposals received after the deadline may be considered nonresponsive. FPUD reserves the right to reject any and all proposals or to waive any irregularity. The terms of any final contract will be established by negotiation. FPUD reserves the right to terminate negotiations for any reason. Applicants must be able to demonstrate the qualifications necessary to fully, properly, and timely carry out all of the obligations described in the RFP. Copies of bid packets and information may be obtained at the administrative office or by sending an email request to purchasing@franklinpud.com. This Request for Proposal is in conformity with RCW. 54.04.070 and 54.04.080 and such statutes are incorporated into this Request for Proposals.
