ORDINANCE NO. 265 AN ORDINANCE SETTING FORTH THE BUDGET AND MAKING APPROPRIATIONS OF SUMS OF MONEY FOR ALL OF THE NECESSARY EXPENDITURES OF CAHOKIA FIRE PROTECTION DISTRICT OF ST. CLAIR COUNTY, ILLINOIS FOR CORPORATE PURPOSES FOR THE FISCAL YEAR BEGINNING JUNE 1, 2025, AND ENDING MAY 31, 2026. WHEREAS, there has been prepared in tentative form a budget and appropriation ordinance for the CAHOKIA FIRE PROTECTION DISTRICT of st. Clair County, Illinois, and the Secretary of said Fire Protection District has made the tentative budget and appropriation ordinance conveniently available to public inspection for at least thirty days prior to the final action thereon; and WHEREAS, a public hearing was held as to such budget and appropriation ordinance on the 3rd day of July, A. D., 2025, at 6:15 0’clock P.M., Central Daylight-Saving Time, notice of which was given by publishing said notice in the Bel- leville News Democrat, a daily newspaper published in said Fire Protection District, and all other legal requirements have been complied with. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF CAHOKIA FIRE PROTECTION DISTRICT: Section 1. That the fiscal year of this Fire Protection District be and the same hereby is fixed and declared to be from June 1, 2025, to May 31 , 2026. Section 2. That the following budget, containing an estimate of the cash expected to be received by said Fire Protection District during such fiscal year from all sources, an estimate of the expenditures contemplated for such fiscal year, and a statement of the estimated cash expected to be on hand at the end of such year, be and the same is hereby adopted as the budget of said Fire Protection District for the said fiscal year and shall be in full force and effect from and after this date: ESTIMATED RECEIPTS 1. Cash balance beginning of year $ 324,055.07 2. Portion of taxes of levy voted in 2024 and prior years estimated to be received during this fiscal year $ 199,000.00 3. Portion of taxes estimated to be received for Insurance purposes $ 30,000.00 Estimated amount that will be received from 3. Bonds and Interest on 2024 levy before end of fiscal year $ 93,000.00 4. Estimated receipts from Personal Property $ 50,000.00 Replacement Tax and other sources Total estimated Receipts $ 895,055.07 Total of estimated expenditures for fiscal year $ 495,055.07 Estimated cash expected to be on hand at the end of such fiscal year $ 400,000.00 Section 3. That the following sums of money be and the same are hereby appropriated for the corporate purposes of said Cahokia Fire Protection District, herein specified, for the fiscal year ending May 31, 2026. 1. ADMINISTRATION EXPENSE FUND (a) Printing, postage and miscellaneous office supplies $ 9,000.00 (b) Dues for membership in Illinois Association of Fire Protection Districts $ 3,000.00 (c) Bond premiums on officers bonds $ 10,000.00 2. SALARY FUND (a) For salaries of trustees $ 6,000.00 (b) compensation of District Attorney and legal expenses $ 10,000.00 (c) For salaries of miscellaneous officers $ 4,500.00 3. FIRE PROTECTION FUND For contract obligation for fire protection services under contract to be executed with Cahokia Fire Protection Association, Inc. to May 31 , 2026. $ 100,000 4. FIRE HYDRANT RENTAL FUND For rental of fire plugs $ 10,000.00 5. INSURANCE To Defray the costs of insurance to the Fire Protection Association $ 50,000.00 6. CONTINGENT FUND For miscellaneous and contingent general expenses, unforeseen and not included in any of the above items $ 20,000.00 7. Bonds and Interest $ 120,000.00 TOTAL $ 342,500.00 Section 4 That the funds derived from sources other than the 2025 tax levy may be allotted by the Board of Trustees to such appropriations and in such amounts, respectively, as said Board may determine, within the limits of said appropriations, respectively. Section 5. That the unexpended balance of any item or items of any appropriation made by this ordinance may be expended in making up any deficiency in any item or items in the same general appropriations made by this ordinance. Section 6. That should any clause, sentence, paragraph, or a part of this ordinance be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the ordinance as a whole or any pad thereof other than the part so declared to be invalid. Section 7. This ordinance shall be in full force and effect from and after its passage, approval and publication in accordance with the law. ORDINANCE NO. 265 presented to Board on July 3, 2025. CLAIR COUNTY, ILLINOIS, FOR CORPORATE PURPOSES FOR THE FISCAL YEAR BEGINNING JUNE 1, 2025, AND ENDING MAY 31, 2026”, passed and approved by the Board of Trustees of CAHOKIA FIRE PROTECTION DISTRICT, on the 3rd day of July, A.
