Request For Quotations and Qualifications for Full-Service Weatherization Contractors in Whatcom, Island and San Juan Counties

Contractors interested in serving as full-service Weatherization contractors the low-income Weatherization Assistance Program (WAP) may complete this Request for Quotations and Qualifications (RFQQ). Opportunity Council, a Community Action Agency, is accepting proposals until 5:00 PM on August 15th, 2025. Proposers must be full-service providers with proven, successful history providing weatherization services compliant with WAP requirements, or similar services experience.
The acceptance period is from 10/1/25 to 9/30/27 and may be extended only once, at agency's discretion, for an additional two years.
Agency will accept up to five licensed, bonded, and insured general contractors in good standing with all regulatory agencies. Contractors with a proven track record with the WAP, preferred. Required experience and application requirements detailed at the link below. The agency will not consider joint proposals. General contractor is expected to hire subcontractors capable of completing work pursuant to requirements of the WAP.
