LHA PUBLIC HEARING ANNOUNCEMENT
Lexington-Fayette Urban County Housing Authority (LHA) will hold a Public Hearing regarding: the proposed Amendment to FY2026 Moving to Work (MTW) Annual Plan and Housing Choice Voucher (Section 8) Administrative Plan.
A public hearing will be held on Tuesday, August 26, 2025, at 5:30 p.m. at the LHA Central Office located at 300 W. New Circle Road. The following will be discussed:
FY2026 MTW Annual Plan – Amendment
LHA staff proposes to apply previously approved MTW authorizations – Alternate Certification Schedule, Income Calculations, Safeguards Against Excessive Rent and Landlord Incentives to Special Purpose Vouchers (Veterans Affairs Supportive Housing (VASH), VASH-Project-Based Vouchers, Emergency Housing Vouchers, Family Unification Program, Foster Youth to Independence), Mainstream and including any new special purpose vouchers provided in future appropriations acts funding, whether for new allocations or renewal of existing increments. This action will allow for streamlined processes, bring consistency to the treatment of voucher holders and reduce the administrative burden on staff.
Staff proposes to apply Alternate Certification Schedule, Income Calculations and Safeguards Against Excessive Rent to RAD units (Centre Meadows).
HCV (Section 8) Administrative Plan Revisions
Revisions to policy and procedures that reflect the changes above.
Revisions to provide preferences on both Regular and Mainstream Voucher waiting lists for current Emergency Housing Vouchers participants.
