To Amend Board Policies 2410, School Health Services, and 8510, Wellness and Physical Education Policy, to incorporate the requirements of 2025 House Bill 1607 ("H.B. 1607") and Senate Bill 1514 ("S.B. 1514"). Policies 2410, School Health Services, and 8510, Wellness and Physical Education Policy, are proposed for amendment to incorporate provisions of H.B. 1607 and S.B. 1514 that became effective July 1, 2025. Policy 2410 is proposed for amendment in response to S.B. 1514, which requires specific training in schools serving grades K–8 and that students' emergency medical plans be in effect and accessible when students are on school grounds or participating in school-sponsored activities. Policy 8510 is proposed for amendment in response to H.B. 1607, which now requires, rather than encourages, school districts to provide middle school and high school students with specific instruction during physical education class on first aid, including cardiopulmonary resuscitation. The policy would also clarify that approved beverages should be, but are not required to be, distributed to each student.

To Amend Board Policies 5500, Student Conduct and Discipline, 7540, Computer Technology and Networks, and 7540.03, Student Responsible Use of Technology, Social Media, and District Network Systems & Internet Safety, in response to 2025 Florida House Bill 1105 ("H.B. 1105") and House Bill 1255 ("H.B. 1255"), updates to District practices, and to clarify current provisions. Pursuant to H.B. 1105, Policy 7540.03 and each Code of Student Conduct (COSC) would be revised to provide that students in grades K–8 are prohibited from using wireless communication devices ("WCDs") during the school day unless an exception applies, while high school students may use WCDs during the school day, but remain prohibited from using WCDs during instructional time unless directed to do so for educational purposes. To account for a new pilot program, these provisions are made subject to state-issued directives. Policy 7540 is also proposed for amendment to clarify that WCDs are separate from the "instructional mobile devices." Pursuant to H.B. 1255, each COSC is also proposed for amendment to provide that if a student's misbehavior continues, a school principal will refer the case to the Student Support Team to schedule a meeting with the parent, identify potential remedies, and take additional steps required or allowed by law. Each COSC would also provide that expulsions for zero-tolerance offenses may be extended. Each COSC is otherwise proposed for amendment to incorporate the new offense of trespassing on a school bus, to clarify existing offenses and prohibitions, and to provide that required notices can be issued to parents in a manner they agree to in writing.

To Repeal and Replace School Board Policy 6320.02, Small/Micro, Minority/Women, and Veteran Business Enterprise Programs; Amend Policy 6465, Commercial Anti-Discrimination in Business Operations and Practices; and Repeal Policy 6320.06, Diversity, Equity, and Inclusion in Business Operations and Practices, to be more concise, easier to reference, and reflective of current District practices. Policy 6320.02, Small/Micro, Minority/Women, and Veteran Business Enterprise Programs, is proposed to be repealed and replaced for brevity and clarity. The replacement policy, newly titled "Local Business Enterprise Programs," would be substantially shortened and specify that procurement programs based on race or gender must meet the legal "strict scrutiny standard." Multiple policy definitions would be updated. The policy would also incorporate a new program, the "Alumni 305 Business Enterprise Program," designed for businesses that are either owned by District's Career and Technical Education program graduates or that hire a certain number of such graduates. Policy 6465, Commercial Anti-Discrimination in Business Operations and Practices, is proposed for amendment to align with other Board policies prohibiting discrimination and to better delineate grievance procedures. Policy 6320.06, Diversity, Equity, and Inclusion in Business Operations and Practices, is proposed to be repealed as duplicative of Policies 6320.02 and 6465.

To Amend Board Policy 9142, Diversity Equity and Excellence Advisory Committee, to change the committee name, clarify provisions governing committee membership and meetings, incorporate references to state laws prohibiting discrimination, and require that the committees' recommendations align with federal and state laws and regulations. Policy 9142, Diversity Equity and Excellence Advisory Committee, is proposed for amendment to incorporate a new committee name, "Educational Opportunity and Access Advisory Committee," that better reflects the committee's purpose and responsibilities. The committee's composition, responsibilities, and meeting procedures would be unchanged. Some provisions, however, would be deleted as duplicative of those found in other policies, and the committee's scope of responsibilities would be slightly revised to parallel those of the Florida Department of Education's Office of Equal Educational Opportunity. The replacement policy would additionally require that the committee's recommendations to the Board comply with federal and state laws, and a reference to Florida's Educational Equity Act would be added to a definition.

If requested, a hearing will be held during the September 10, 2025 School Board meeting. Persons requesting such a hearing must submit a written request to the Superintendent of Schools, Room 912, same address as above, by August 19, 2025. The policy will be effective upon filing with The School Board of Miami-Dade County, Florida on September 10, 2025. A person wishing to appeal any decision made by The School Board of Miami-Dade County, Florida, with respect to any action on this policy should ensure the preparation of a verbatim record of the proceedings, including the testimony and evidence upon which the appeal is to be based.
