PUBLIC NOTICE MARINE CORPS RECRUIT DEPOT (MCRD) PARRIS ISLAND PARRIS ISLAND, SOUTH CAROLINA The Department of the Navy invites public comment on the Proposed Plan for Site 9 – Paint Waste Storage Area, Operable Unit 7 Site 16 – Pesticide Rinsate Disposal Area, Operable Unit 8 Site 27 – Equipment Parade Deck, Operable Unit 9 and Site 55 – Fiber Optic Vault, Operable Unit 10 under the Installation Restoration Program In accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended, the Navy and MCRD Parris Island, in coordination with the United States Environmental Protection Agency Region 4 (U.S. EPA) and the South Carolina Department of Environmental Services (SCDES), invite public comment on the Proposed Plan for Installation Restoration Program Sites 9, 16, 27, and 55 at MCRD Parris Island in Parris Island, South Carolina. The preferred cleanup approach for addressing contaminated soil and groundwater and light non-aqueous-phase liquid (LNAPL) is: Excavation and off-site disposal of unsaturated zone soil and highly contaminated soil and LNAPL in the smear zone (a clay layer at the interface of the unsaturated and saturated zone) at Sites 27 and 55 Treatment in place with an oxidizing agent for groundwater at Sites 9 and 16 and for groundwater, residual contaminated saturated zone soil, and residual LNAPL at Sites 27 and 55 Stormwater system rehabilitation Monitoring would be conducted and land use controls would be implemented to limit human exposure to contaminated soil and groundwater until contaminants are at levels that allow for unlimited use and unrestricted exposure. Public comments can be submitted from July 29, 2025, to August 28, 2025. The Navy and U.S. EPA, in consultation with SCDES, will jointly select the final remedy for Site 5 after all public comments have been considered. A public meeting may be held upon request.
