The awarded contractor is required to utilize Minority Business Enterprise(s) (MBE) in the minimum amount of 15% of the total contract value. Federal law requires the payment of Davis-Bacon wages by all contractors and subcontractors on this job. State law requires the payment of Prevailing Wages on this job. According to the Illinois Preference Act, the contractor must use at least 90% of Illinois laborers on this project due to its funding source and the current period of excessive unemployment.
