BID CALL:
The City of Belleville, St. Clair County, Illinois, will receive sealed bids for COOL VALLEY DRIVE DRAINAGE IMPROVEMENTS until 10:00 a.m. on August 12, 2025, at the office of the City Clerk 101 S. Illinois St., Belleville, Illinois. All bids will be publicly opened and read aloud at 10:00 a.m. on August 12, 2025. Sealed bids must be delivered to the City Clerk, during regular business hours, prior to the stated bid opening time.
Bidders must be prequalified with the Illinois Department of Transportation.

This project consists of removals, pavement patch, driveway pavement, curb and gutter, aggregate base course storm sewer inlets and structures and all incidental and collateral work necessary to complete the work.
This project is funded by the U.S. Department of Housing and Urban Development (HUD) through the CDBG program administered by St. Clair County IGD. The awarded contractor is required to utilize Minority Business Enterprise(s) (MBE) in the minimum amount of 15% of the total contract value.
Federal law requires the payment of Davis-Bacon wages by all contractors and subcontractors on this job. State law requires the payment of Prevailing Wages on this job. According to the Illinois Preference Act, the contractor must use at least 90% of Illinois laborers on this project due to its funding source and the current period of excessive unemployment.
The City of Belleville reserves the right to reject any or all bids received. The bid award will be made by the City of Belleville, and their decision will be final.
