CITY OF EDGEWOOD NOTICE TO CONSULTANTS FOR
48TH STREET E PRESERVATION
The City of Edgewood solicits interest from consulting firms with expertise in Construction Management. This Negotiated Hourly Rate agreement will be for approximately 12 months in duration with the option for the City of Edgewood to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The City of Edgewood reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of providing construction administration, field inspection and materials testing services for the construction of the 48th Street E Preservation project, scheduled for this fall and winter. The proposed improvements include removal of concrete panels, excavation, compaction and grading of a new pavement section, pavement marking, signing, surface restoration and traffic control. This project has a zero DBE goal for the consultant. The major features of the project are as follows:
Approximately 0.36 miles of pavement reconstruction to include excavation and removal of concrete panels, reconstruction of the pavement section including construction geogrid, crushed surfacing and hot mix asphalt.
Associated casting adjustments, shoulder repair and surface restoration
Pavement markings and permanent signing
Temporary traffic control
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
Qualifications of Key Personnel (Project Manager, Field Inspector(s), etc.) – 15 points
Qualifications/Expertise of Firm – 15 points
Ability to meet schedule (see timetable below) – 15 points
Approach to project – 15 points
Familiarity with WSDOT/FHWA standards – 25 points
Past Performance/References – 15 points
The City will attempt to follow the timetable below. This schedule is provided for information only and may be adjusted as needed. Submitters are encouraged to reserve flexibility for interviews:
Deadline for submittals – August 15, 2025
Selection of Firms to Interview – August 18, 2025
Interviews – August 19 to 21, 2021
Prepare Agreement with Chosen Firm – August 25 to 27, 2025
Initial Council Consideration of Firms – September 2, 2025
Council Authorization to Execute Agreement – September 9, 2025
Anticipated Construction Bid Opening – September 15, 2025
Total Contract Working Days = 60
Anticipated Construction Start Date – October 15, 2025

Submittal
Submittals should be limited to no more than 10 pages and include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed to project.
Please submit one electronic copy of your Statement of Qualifications via email to the Edgewood City Clerk at jill@cityofedgewood.org. Hard copy submissions will also be accepted at Edgewood City Hall, Attn: City Clerk, 10440 Dom Calata Way E, Edgewood, WA 98372. Submittals will not be accepted after 10:00 a.m. on August 15, 2025.
