NOTICE OF PROPOSED CONSTRUCTION Para más detalles llame 1-800-660-6789 PROJECT NAME: Darden Clean Energy Interconnection Project and Harlan Switching Station – (County of Fresno and County of Kings, T.0009383) ADVICE LETTER NUMBER: 7656-E Proposed Project: To interconnect the proposed Darden Clean Energy Project to PG&E’s electric system and provide new renewable energy to the grid, IP Darden I LLC and Affiliates is proposing to construct a new, approximately 50-acre 500 kilovolt (kV) switching station in rural Fresno County (larger-project CEQA) and transfer ownership to PG&E. The new Harlan Switching Station will be located approximately 1.15 miles southwest of the intersection of Interstate 5 and State Route 33 (South Derrick Avenue). To interconnect the new switching station, PG&E will relocate and loop approximately 1,000 feet of PG&E’s existing Los Banos-Midway #2 500 kV Transmission Line into and out of the switching station (minor relocation). To relocate the transmission line, PG&E will replace one existing 145-foot-tall lattice steel structure immediately east of the new switching station with two sets of three new tubular steel poles (TSPs) in-line with the existing transmission line to accommodate the loop-in. The project will also include replacing five existing 44- to 147-foot-tall lattice steel structures located approximately 45 miles southeast on the existing line with three sets of three new tubular steel poles in the existing alignment (replacement of supporting structures already built). The new tubular steel poles will be approximately 80 to 150 feet tall. The new Harlan Switching Station will include a control building, a telecommunication tower (approximately 199-feet in height), and a new security wall or chain linked barbed wire security fence up to approximately 20-feet in height. To provide adequate protection to the electrical system, PG&E will also install approximately 15 miles of overhead or underground telecommunications optical ground wire (fiber line) between the new switching station and the existing fiber path located approximately 3 miles southeast of the Interstate 5 and Manning Avenue interchange. The new fiber will be co-located with existing electric distribution and transmission lines (placing of additional accessories). Approximately 8 miles of the new fiber line will be located on the double-circuit Gates-Panoche #1 230 kV transmission line and the Gates-Panoche #2 230 kV transmission line, which will require minor reinforcements and foundation modifications on approximately seven lattice steel structures. Helicopters will be used to facilitate construction activities. Construction is tentatively scheduled to begin in February 2026, or as soon as project plans and approvals are in place. Construction is scheduled to be completed in April 2027, or as soon as possible after construction begins. Exemption from CPUC Permit Requirements: CPUC General Order 131-E, Section III.A and III.B.2 exempts a utility from the CPUC’s requirements to file an application requesting authority to construct if a project meets specific conditions. Pacific Gas and Electric Company believes this project qualifies for the following exemption(s): III.A.1.c: “the minor relocation of existing transmission line facilities, the conversion of existing overhead lines to underground, or the placing of new or additional conductors, insulators, or their accessories on or replacement of supporting structures already built” III.B.2.e: “power line facilities, substations, or switchyards to be relocated or constructed which have undergone environmental review pursuant to CEQA as part of a larger project” The California Energy Commission adopted an Environmental Impact Report (EIR) for the Darden Clean Energy Project in May 2025. The EIR found no significant unavoidable environmental impacts resulting from PG&E’s proposed facilities. (State Clearinghouse No. 2024091023.) The 2025 Darden Clean Energy Project EIR described all proposed PG&E facilities in detail in Chapter 3, page 3-26, and Chapter 4, page 4.3-5, and analyzed environmental impacts for PG&E facilities (see EIR, pp. 5.1 to 5.16, https://efiling.energy.ca.gov/Lists/DocketLog.aspx?docketnumber=23-OPT-02). Public Review Process: Individuals or groups may protest the proposed construction if they believe that PG&E has incorrectly applied for an exemption or that the conditions set out in Section III.B.3 of General Order 131-E exist; a. There is reasonable possibility that the activity may have an impact on an environmental resource of hazardous or critical concern where designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies. A clear description of the reason for the protest. 4. Whether you believe that evidentiary hearings are necessary to resolve factual disputes.
