NOTICE OF PUBLIC COMMENT PERIOD ROCKWOOL NOTICE OF CONSTRUCTION The Department of Ecology invites you comment on the proposed NOTICE OF CONSTRUCTION PERMIT to construct a wool manufacturing facility on a greenfield site in Wallula (Walla Walla County). The comment period runs 12:01 a.m., July 30 through 11:59 p.m., September 10, 2025. Read the proposed documents at the following locations: Department of Ecology, 300 Desmond Drive SE, Lacey, WA, 360-407-6916; Walla Walla County Rural Library, Burbank Branch, 875 Lake Rd, Burbank, WA, online at https://ecology.wa.gov/Rockwool. Written comments may be submitted online at https://swm.ecology.commentinput.com?id=FSDbWgVCm or by mail Ha Tran, Department of Ecology, Industrial Section, P.O. Box 47600, Olympia, WA 98504-7600. The proposed project will include the construction and operation of a mineral wool manufacturing facility. The facility will consist of an electric melter (E-Melter), spinner, and curing oven, as well as storage areas, buildings, and infrastructures associated with mineral wool production. Air pollutants that may increase because of this project include: carbon dioxide, nitrogen oxides, particulate matter, sulfur dioxide, as well as 68 different volatile organic compounds (VOCs) and toxic air pollutants. For a full list of air pollutants and their increases, see Tables 1 and 2 of the Technical Support Document which contain the list of air pollutants and their respective increases. A public meeting followed by a public hearing to discuss the project and receive oral comments will take place virtually on September 4, 2025 starting at 6:00 p.m. Please register for this meeting at: https://waecy-wa-gov.zoom.us/meeting/register/TKMfHbVXQbO5DaFu8c1O9w. Registration is required to participate in the meeting. When the comment period ends, we will review all comments received and make appropriate changes to the air quality permit before we make a decision. The proposed Rockwool facility will be located at 12 Petersen Road, Wallula. Rockwool's proposed process will convert volcanic rock and other supplemental materials into mineral wool insulation for residential, commercial, and industrial uses. They will also produce mineral wool for other uses. The process melts the raw materials and recycled mineral wool at a very high temperature and then spins the melted material into fibers. The fibers are then formed into the final products. Rockwool's headquarter is in Denmark, with the U.S. office located at 665 Northport Avenue, Ranson, WV 25430.
