Public Notice Fresno Housing to Modify its PHA Plans The Housing Authority of the City of Fresno and the Housing Authority of Fresno County (Fresno Housing) intends to modify the 2025 Annual Plans, Admissions and Continued Occupancy Policy (ACOP), and Housing Choice Voucher Administration Plans, collectively referred to as Public Housing Agency (PHA) Plans for 2026. The Housing Authority of the City of Fresno and the Housing Authority of Fresno County (Fresno Housing) also intends to modify its 2025 Administrative Plans for the Housing Choice Voucher (HCV) programs. FH intends to specifically modify its waiting list preference structure to support households that meet eligibility criteria under the Emergency Housing Voucher (EHV) program. The preference applies only to households that are: - Currently assisted under the EHV program, and - At risk of losing rental assistance due to the exhaustion of EHV funding. The proposed change to adopt the new EHV waitlist preferences would be adopted in the 2025 administrative plans immediately following the 45-day public comment period. The proposed PHA Plans will be available for review and public comment for 45 days at www.fresnohousing.org/plans-policies beginning July 31, 2025, and ending September 14, 2025, at 11:59 PM.
