NOTICE TO BIDDERS
The St. Clair Township, St. Clair, County, Illinois, will receive sealed bids for the construction of the PY-2024 PAULETTE RESURFACING until 10:00 a.m. on August 7th, 2025 at the St. Clair Township office, Swansea, Illinois. All bids will be publicly opened and read aloud at 10:00 a.m. on August 7th, 2025. The sealed bids must be delivered to St. Clair Township 107 Service St, Swansea IL 62226 during regular business hours, prior to the stated bid opening time. The Contract Documents, including Plans and Specifications, are on file at Gonzalez Companies Office at 525 West Main Street, Belleville, IL 62220. Please contact Jake Stone at jstone@gocos.net. There will be no charge for emailed plans and specifications, but a $100 non-refundable fee will be charged for paper copies of the bidding documents.
The work to be done under this project consists of approximately 369 tons of hot-mix asphalt resurfacing on Paulette Drive, approximately 2,884 square yards of surface removal, approximately 400 foot of curb and gutter removal and replacement, and approximately 367 square yards of PCC pavement. These improvements will be located on Paulette Drive from Elizabeth Drive to Memory Court in St. Clair Township near Belleville IL.
COMPLETION OF IGD FORMS: Each bidder shall complete the respective forms provided by the St. Clair County Intergovernmental Grants Department (IGD) and submit with their bid proposal. Bidder is subject to non-acceptance of bid proposal should forms not be completed and submitted with the proposal.
MBE PARTICIPATION: Include Minority Business Enterprise (MBE) participation of fifteen percent (15%) of the awarded Community Development Block Grant (CDBG) funds to the project. Participation of a MBE is required by the US Department of Housing Participation Contractor's Agreement and submit a completed MBE Contractor Certification form reflecting the participating MBE as a subcontractor (unless a supplier) as a part of the bid proposal.
AFFIRMATIVE ACTION – SECTION 3: The requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 USC 1701u) are included in the IGD documentation requirements and shall be completed and submitted as a part of the bid proposal.
All work shall be performed in accordance with the IDOT Standard Specifications for Road and Bridge Construction, edition in effect at the time of the bid.
The contractor shall be prequalified through IDOT for category #5 Bituminous HMA Paving and provide municipal references of past work similar in scope, or as determined by the Township.
Each Bidder must deposit with his bid, security in the amount of not less than five percent (5%) of the Bidder's total bid price, such security being an acceptable bid bond, certified check, or cashier's check. The successful Bidder will be required to furnish a satisfactory Performance Bond in the full amount of the bid.
No Bidder may withdraw his bid for a period of thirty (30) days after the actual date of the opening thereof. The St. Clair Township, Illinois, reserves the right to reject any or all bids and to waive any informalities or technicalities in the bidding.
