NOTICE OF 30-DAY PUBLIC COMMENT PERIOD Budweiser of Columbia Site Columbia, South Carolina The South Carolina Department of Environmental Services (SCDES) is accepting public comments on a proposed Voluntary Cleanup Contract through August 26, 2025. The Voluntary Cleanup Contract, 25-8830-NRP, will affect approximately 7.92 acres located at 825 Bluff Road, Columbia, South Carolina. The site is further identified by Richland County Tax Map Serial Numbers 11206-01-02 (3.2 acres), 11206-06-10 (1.77 acres), 11206-01-03 (0.32 acres), 11206-06-18 (0.02 acres), 11202-08-02 (2.14 acres), 11206-06-01 (0.02 acres), and 11206-06-22 (0.58 acres). A company known as Southern Crown Property Group, LLC (Southern Crown), wants to acquire the property and intends to develop the property for use as a beer distribution business. The site has had multiple commercial uses since its initial development in the 1960's. These include, but are not limited to, a General Electric Company service and repair center, an automotive supply company, and the code enforcement office of the City of Columbia Police Department. The past use of the property may have caused environmental pollution on the property. SCDES uses Voluntary Cleanup Contracts to encourage productive reuse of Brownfield sites. If this Voluntary Cleanup Contract is implemented, SCDES will allow Southern Crown to acquire the property as a "Brownfields Site" because of the potential for environmental pollution from past activity on the property. SCDES will not hold Southern Crown responsible for pre-existing pollution in exchange for doing work under the Voluntary Cleanup Contract. Under the proposed contract, Southern Crown will test soil and groundwater on the property. If significant contamination is found, Southern Crown will be required to take steps to protect human health and the environment. Southern Crown did not create the pollution, but will control it to keep the property safe for re-use. Under State law, Southern Crown will not be responsible if anyone has been affected by the contamination. The responsibility of former owners or operators of the property is not reduced by this contract. The proposed contract is available at https://des.sc.gov/PublicNotices.
