REQUEST FOR QUALIFICATIONS FOR
PROFESSIONAL ENGINEERING SERVICES
The Village of East Carondelet, Illinois, is requesting a Statement of Qualifications for engineering services to assist in Village storm drainage improvements, including:
A. Installation of new culverts under State Street and Davis Street Ferry Road.
B. Grading and shaping of an earthen drainage swale from Illinois Avenue to State Street at 15th Street. The project will include fertilizing, seeding and the installation of an erosion control blanket.
C. Wisconsin Avenue Stormwater Pump Station and influent ditch improvements:
a. Replacement of the existing gasoline-power stormwater pump with an electric motor driven pump, complete with all valves, piping, and electric controls
b. Enlargement of the concrete-lined sump to achieve a 40' by 20' by 8-foot-deep sump basin.
c. Grading and shaping of an earthen drainage swales to direct stormwater flows to the pump station sump. Project will include fertilizing, seeding and the installation of an erosion control blanket.
D. Creation of a detention basin to contain 80,000 cubic yards of water. Project will include surveying, creation of a deed for purchase. The basin will be lined with erosion preventing materials using grasses that can be immersed for periods of time. Inlet and outlet structures, control devices and piping will be included.
The Village has been awarded grant funding through the CDBG Disaster Recovery Grant from the St. Clair County Intergovernmental Grants Department (IGD). IGD limits the funds for engineering survey, design, bidding, construction administration and close-out to 10% of the grant amount.
SUBMITTAL REQUIREMENTS
Firms responding to the Village of East Carondelet's Request for Qualifications (RFQ) for Professional Engineering Services must submit a concise and well-organized Statement of Qualifications that clearly addresses the Village's evaluation criteria. The SOQ should include the following sections:
1. Cover Letter
*Introduce the firm and express interest in the project.
*Confirm understanding of the scope, grant funding limitations, and project timeline.
*Identify the primary point of contact for the proposal.
2. Specialized Experience and Technical Competence
* Describe the firm's experience and qualifications specific to storm drainage improvement projects, including culvert installation, grading and swales, erosion control, stormwater pump stations, and detention basin design.
*Include examples of similar projects that demonstrate the firm's engineering capabilities and innovative solutions.
*Copies of key personnel resumes (limited to 2 single-sided page per personnel),are not included in the page count and shall be included at the end of the submittal as an appendix.
3. Capacity and Capability to Perform Work Within the Project Timeline
*Demonstrate the firm's current capacity to undertake and complete the design of the project for an estimated construction state date of November 20, 2025.
*Identify available staff and resources, and describe the firm's ability to deliver services efficiently, including any specialized services or subconsultants.
*Discuss internal scheduling, project management, and QA/QC procedures to ensure on-time delivery.
4. Past Record of Performance
*Highlight the firm's history of successful project delivery with emphasis on cost control, quality of work, and schedule adherence.
*Include 3–5 brief project summaries that showcase outcomes and client satisfaction.
*Mention repeat business or long-term municipal relationships where applicable.
5. Proximity to and Familiarity with the Project Area
*Provide the location of the firm's office(s) and proximity to East Carondelet.
*Demonstrate familiarity with local site conditions, permitting requirements, and coordination with regional agencies (e.g., St. Clair County, IDOT, IGD).
6. References from Past Clients
*Provide contact information for at least three clients from similar projects completed within the past five years.
*Each reference should include: name, title, organization, phone number/email, and a brief description of the work performed.
Additional Notes
*The project and related contract work is contingent upon receipt of grant funds from the St. Clair County Intergovernmental Grants Department.
*Engineering costs are limited to 10% of the total grant amount.
*Total submission length should not exceed 12 pages, excluding appendices; cover letter, and table of contents are not included in the page count
