a Proposal Activity in a
100-year Floodplain

This is to give notice that the City of Miami under Federal Regulation 24 CFR Part 58 has determined that the following proposed action under the United States Housing Act of 1937 is located in a 100-year floodplain. The City of Miami will be identifying and evaluating practical alternatives to locating the action, as required by Executive Order 11988, in accordance with HUD Regulations at 24 CFR 55.20, Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands to determine the potential effect that the proposed activity within the 10 or 500-year floodplain and wetlands will have on the human environment.
The proposed activity will be accomplished with HOME Investments Partnerships ("HOME") funds.
Project Description: River Place will consist of new construction of a 2-story residential rental building with a total of 9 units located in the Allapattah neighborhood in the City of Miami.
Project scattered sites location and activities:
New Construction: 2-story multifamily building with a total of 9 units located at 1890 NW 19 St, Miami, FL 33125. The unit breakdown will consist of 1 studio/one-bathroom unit; 7 one-bedroom/one-bathroom units; and 1 two-bedroom/one-bathroom unit.
Existing Conditions: The property is currently a vacant lot. The property located at 1890 NW 19 St, Miami is located on AE Zone (FIRMette Map 1208C0311L EL 9). The proposed activity of said property will not displace or redirect flood waters in such a way that would seriously impact other areas. All proposed activities will meet the planning, permitting and zoning requirements of the City and County. The residential structure assisted with federal funds shall be required to have flood insurance when located within a floodplain.
Purpose of the Notice: There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comments about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Written comments pertaining to this floodplain Notice must be received by the City of Miami Housing and Community Development, 444 SW 2nd Ave, 9th Floor, Miami, Florida, 33130, Attention: Housing Unit, on or before Friday, August 15, 2025, at 5:00pm.
