PUBLIC HEARING NOTICE Whatcom County – CDBG Public Services NOTICE IS HEREBY GIVEN that a public hearing will be held by the Whatcom County Council on August 6th 2025 in the Council Chambers, 311 Grand Avenue, Bellingham, WA (AB2025-546). The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) program, and receive comments on proposed and past activities. The hearing will cover the closeout of the 2022–2025 CDBG Public Services grant and the County's proposed application for 2025–2026 CDBG Public Services funding. Whatcom County received $395,000 in CDBG Public Services for the 2022–2025 program years, which was used in partnership with the Opportunity Council to deliver direct services to low- and moderate-income individuals and families across the three counties. Services included housing and utility assistance, information and referral, and coordination of outreach at community-based service sites. For the 2025–2026 program year, the County has requested $130,000 through the CDBG Public Services program. These funds would continue to support public services that principally benefit low- and moderate-income persons.
