Notice of Availability Draft SUPPLEMENTAL Environmental Assessment For Rnway 18-36 Rehabilitation at Myrtle Beach International Airport, Myrtle Beach, South Carolina The Horry County Department of Airports (HCDA), in coordination with the Federal Aviation Administration (FAA), announces the availability of the Draft Supplemental Environmental Assessment (SEA) for the rehabilitation of Runway 18-36 pavement at the Myrtle Beach International Airport (MYR), in Horry County, South Carolina. Pursuant to Title 49, United States Code, § 47106(c)(1)(A), the Draft SEA is being circulated for review and comment from the public and federal, state, and local agencies. Background: In May 2024, the "Final EA and Finding of No Significant Impact (FONSI) for the Runway 18-36 Rehabilitation Project at Myrtle Beach International Airport" (2024 Final EA) was completed. The 2024 Final EA analyzed HCDA's 2024 Proposed Project: rehabilitate Runway 18-36; construct a 6,800-foot-long Temporary Runway; construct Temporary Runway Shoulders (30 feet); rehabilitate Taxiway Connector B3; and construct Taxiway Connector B4. The FAA issued a Finding of No Significant Impact (FONSI), which environmentally approved the 2024 Proposed Project, on June 12, 2024. Since the issuance of the FONSI based on the 2024 Final EA, the HCDA, working with airlines, FAA Airport Traffic Control Tower staff, and FAA Aviation Planners, has continued to make some airfield planning and design changes to meet operational safety requirements of the temporary runway, improve the on-Airport stormwater system, and reduce project costs. The HCDA proposes to modify project elements identified and analyzed in the FAA-approved 2024 Final EA. The 2025 Proposed Project is described below. 2025 Proposed Project: The HCDA proposes the permanent full-depth and width pavement rehabilitation of Runway 18-36 (2025 Proposed Project). To maintain airport operations during construction, a 7,300-foot-long by 50-foot-wide temporary runway with 25-foot-wide shoulders would be constructed between Runway 18-36 and Taxiway B, including the installation of runway edge lighting and airfield drainage improvements. In addition, the HCDA proposes to relocate and reconstruct taxiway connectors B2, B3, and B5; demolish Taxiway Z, one hold apron, and portions of the General Aviation ramp; and, as needed, excavate borrow pits and establish construction stockpile areas on Airport property. The temporary runway would originate at Taxiway Connector B5 and terminate at the relocated Taxiway Connector B2. Following Runway 18-36 rehabilitation, the temporary runway would be converted into a taxiway. Supplemental EA (SEA): As a result, and in compliance with the NEPA, the FAA has advised and assisted the HCDA in the preparation of a SEA. The Draft SEA is being developed because there are substantial changes to the 2024 Proposed Project that are relevant to environmental concerns. In summary, the 2025 Proposed Project would provide additional temporary runway length, change the location of taxiway connectors, demolish existing airfield pavement, and create borrow pits and stockpiles. The proposed changes (i.e., 2025 Proposed Project compared to the 2024 Proposed Project) have the potential to result in a change of potential environmental impacts described in the 2024 Final EA. Summary of Impacts: A Draft SEA has been prepared to disclose the potential economic, social, and environmental impacts of the Proposed Project. The Draft SEA discusses the 2025 Proposed Project, alternatives, and potential environmental effects. Compared to the 2024 Proposed Project, the 2025 Proposed Project would not change impacts to the following: Biological Resources, Children's Environmental Health and Safety Risks, Coastal Resources, Department of Transportation (DOT) Section 4(f) or Section 6(f) resources, Farmlands, Historic Resources, Land Use, Water Resources (water supply, wetlands, wild and scenic rivers). Compared to the 2024 Proposed Project, the 2025 Proposed Project would change impacts to the following: Air Quality and Climate, Hazardous Materials, Solid Waste, and Pollution Prevention, Natural Resources and Energy Supply, Noise and Noise-Compatible Land Use, Socioeconomics, Visual Effects, and Water Resources – Floodplains and Surface Waters. Based on the research and analysis provided in the Draft SEA, FAA preliminarily concluded that none of the impacts were significant. All comments received under these conditions will be considered part of the SEA in preparation for the Final SEA and the FAA's decision. The Final SEA will be submitted to the FAA for the agency's environmental determination. Be advised that comments can only be accepted with the full name and address of the individual commenting. All comments received, including personal identifying information, may be made publicly disclosed at any time.
