Housing Authority of the County of San Joaquin Delta Community Developers Corp. REQUEST FOR PROPOSALS (RFP) NO. 2425-014: Tracy Apartments Phase 1 General Contractor The Housing Authority of the County of San Joaquin and Delta Community Developers Corp. (collectively referred to hereinafter as "Authority") are seeking proposals from qualified and licensed General Contractors to construct a new 55-unit, three-story apartment complex called Tracy Apartments Phase 1 community located at 301 West Street, Tracy, CA 95376. Proposal packages & specifications may be downloaded from the Public Purchase website at PublicPurchase.com. For information on how to register for proposals on projects, please visit our website at https://hacsj.org/resources/procurement/#eprocurement-registration. Interested proposers are required to check the Public Purchase website for any addendum issued that may alter the scope of work for this project, and to incorporate any such changes into their final proposal. The Authority will have a Non-Mandatory Jobsite Walk-Thru meeting at 301 West Street, Tracy, CA 95376 which will be held on Monday, August 4, 2025 at 9:00 A.M. PST. All questions regarding this solicitation must be submitted to the PublicPurchase.com website in two phases. First at 3:00 P.M. on Thursday August 7, 2025, and the second at 3:00 P.M. on Monday, August 18, 2025. Proposals must be digitally submitted through PublicPurchase.com as a "SINGLE PDF DOCUMENT" before 10:00 A.M. local time on Thursday, September 25, 2025. Proposals received after this time may not be considered. The Authority reserves the right to reject any or all proposals or to waive any informality in the bidding. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968.
