Newspaper Notice of Intent to Remediate
Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that The Pennsylvania State University ("University") has submitted a Notice of Intent to Remediate ("NIR") to the Pennsylvania Department of Environmental Protection ("DEP") for a site located at 2535 Fox Hill Road in State College, Pennsylvania ("Airport Property"). The NIR states that the property was historically and currently operates as an airport. The site soil, groundwater and surface water will be investigated, as applicable, for the potential releases of per- and polyfluoroalkyl substances ("PFAS"), specifically perfluorooctane sulfonic acid ("PFOS"), perfluorooctanoic acid ("PFOA"), perfluorobutane sulfonic acid ("PFBS"), perfluorononanoic acid ("PFNA") and perfluorohexanesulfonic acid ("PFHxS"). The proposed future use of the property is for non-residential purposes. As described in a November 13, 2024 Consent Order and Agreement, at present remediation measures include point of entry treatment systems, as warranted by the DEP. The University intends to demonstrate attainment with one or more of the following DEP standards for soil and groundwater: background; statewide health (residential or non-residential); or Site-specific. Additional remediation measures will be evaluated after the characterization of the Site is complete. Per Act 2 Section 305(c)(2), this NIR provides for a 30-day public and municipal comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Additionally, the municipality may request the production of a public involvement plan ("PIP").
