PUBLIC FINANCE AUTHORITY NOTICE OF PUBLIC HEARING WITH RESPECT TO NOT TO EXCEED $20,000,000 Charter School Revenue Bonds (ACHIEVEMENT CHARTER ACADEMY PROJECT) Series 2025 Notice is hereby given that on Monday, July 28, 2025, a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), will be held by the designated Hearing Officer of the Superintendent of Public Instruction of the State of North Carolina (the "Superintendent"), with respect to the proposed plan of finance for the issuance by the Public Finance Authority (the "Authority") of its Charter School Revenue Bonds (Achievement Charter Academy Project), in one or more series, from time to time as part of a plan of finance (the "Bonds"), in a principal amount not to exceed $20,000,000. The hearing will be held in Room 120B of the Education Building of the North Carolina Department of Public Instruction, located at 301 N. Wilmington Street, Raleigh, North Carolina 27601 at 10:00 a.m. Eastern time, or as soon thereafter as the matter can be heard. The Bonds are expected to be issued pursuant to Section 66.0304 of the Wisconsin Statutes, as amended, and the proceeds from the sale of the Bonds will be loaned to an organization described in Section 501(c)(3) of the Code, or a successor or related entity (the "Borrower"), and used to (a) finance, refinance and/or reimburse the costs of the acquisition, construction, installation, renovation, rehabilitation, improvement, furnishing and equipping of educational facilities located on an approximately 12-acre site on Rawls Church Road Fuquay-Varina, North Carolina 27526, situated approximately 0.3 miles east of U.S. 401 N and approximately 0.35 miles west of S.R. No. 1447, expected to consist of an approximately 20,975 square foot building designed to serve approximately 500 students in grades K-8 (the "Facilities"), (b) fund capitalized interest, working capital and reserve funds with respect to the Bonds, if required, and (c) pay certain costs of issuance in connection with the issuance of the Bonds (collectively, the "Project"). The Facilities will be operated by Achievement Charter Academy, a North Carlina nonprofit corporation (the "School"), as a public charter school in connection with its mission of fostering individual achievement by teaching students to be self-directed learners and community contributors in a respectful, diverse, and inclusive learning environment. The Bonds will be special limited obligations of the Authority payable solely from the loan repayments to be made by the Borrower to the Authority, and certain funds and accounts established by the bond indenture under which the Bonds will be issued. The public hearing is intended to comply with the public approval requirements of Section 147(f) of the Code. The Bonds will not constitute an indebtedness or general obligation of the State of North Carolina, or any county, municipal corporation or political subdivision of the State of North Carolina. The Bonds will not constitute a debt or liability of any member of the Authority, the State of Wisconsin or any political subdivision or agency thereof. The Bonds will not be paid from taxes. The public hearing will provide an opportunity for all interested persons to express their views, both orally and in writing, on the issuance of the Bonds and the financing and/or refinancing of the Project. Any person interested in the issuance of the Bonds may appear and be heard or submit written comments. Any person wishing to submit written comments regarding the issuance of the Bonds, the financing and/or refinancing of the Project or any matter related thereto should do so within seven (7) days after the date of publication of this notice by delivering such written comments to the Director of the Office of Charter Schools, 6303 Mail Service Center, Raleigh, NC 27699-6303. This notice is given pursuant to the provisions of Section 147 of the Code and the Act. Additional information concerning the Project may be obtained from the School at 25 Buttonwood Court, Fuquay-Varina, North Carolina 27526.
