GRAND BAY AT DORAL COMMUNITY DEVELOPMENT DISTRICT REQUEST FOR PROPOSALS FOR ANNUAL AUDIT SERVICES The Grand Bay at Doral Community Development District (the "District") hereby requests proposals for annual financial auditing services. The proposal must provide for the auditing of the District's financial records for the fiscal years ending September 30, 2025, September 30, 2026, and September 30, 2027, with an option for an additional two year renewal. The District is a local unit of special-purpose government created under Chapter 190, Florida Statutes, for the purpose of financing, constructing, and maintaining public infrastructure. The District was formed in 2006 and after a boundary amendment in 2008 the District encompasses approximately 334.48 acres in Miami-Dade County. In 2007 there were special assessment bonds (the "Bonds") issued in the amount of $93,065,000. The Bond issue which consisted of Series A Bonds for $18,335,000 and Series B Bonds for $74,730,000 was used to pay for certain public infrastructure improvements within the District. In 2012, there was a Bond issued for $11,625,000 which was used to pay for certain public infrastructure improvements within the Doral Breeze section of the District. In 2014, there was a Bond issued for $15,485,000 which was used to pay for certain public infrastructure improvements within the Midtown Doral (Assessment Area Two) section of the District. A portion of this Bond issue was used to pay down the Series 2007 Bonds. In 2014, there was a Bond issued for $8,745,000 which was used to pay for certain public infrastructure improvements within the Grand Bay North Parcel (Assessment Area One) section of the District. A portion of this Bond issue was used to pay down the Series 2007 Bonds. In 2016, there was a Bond issued for $27,635,000 which was used to pay for certain public infrastructure improvements within the Grand Bay South Parcel section of the District. Additional information about the District is available upon request. All applicants must be duly licensed under Chapter 473 and qualified to conduct audits in accordance with government auditing standards as adopted by the Florida Board of Accountancy (Yellow Book). Audits shall be conducted in accordance with Florida Law and particularly Section 218.39, Florida Statutes, and the rules of the Florida Auditor General. Proposal packages, which include evaluation criteria and instructions to proposers, are available from the District Manager. Interested firms should submit one (1) copy and one (1) digital copy of their qualifications, and any other supporting documentation to Grand Bay at Doral Community Development District, c/o Special District Services, Inc., 2501A Burns Road, Palm Beach Gardens, Florida 33410 on or before 4:00 p.m. on August 20, 2025 in an envelope marked on the outside "Auditing Services-Grand Bay at Doral Community Development District". Proposed Audit Fees must be good for a period of not less than 90 days. Questions should be directed to the District Manager at 561-630-4922 or toll free at 1-877-737-4922. The District reserves the right to reject all or portions of the submittals. All costs to prepare the proposals shall be at the proposer's expense.
