Nine single-family detached units are proposed, eight with ADUs, three single-family zero lot line townhomes, and the conversion of one existing triplex to a duplex for a combined total of 22 dwelling units. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Information on the process and the project is available to the public upon request at the City of Blaine, Community Development Services office. MITIGATION MEASURES: Mitigation measures are listed on the SEPA MDNS posted at the project website and upon request from the Community Development Services Department. COMMENT PERIOD: This DNS is issued under WAC 197-11-355(4)(d) after using the Optional DNS process (WAC 197-11-355). A 14-day comment period was provided beginning Nov 24, 2024 that ended Dec. 4, 2024. There is no further comment period. Notice of the intent to issue the MDNS was published, posted on the project site, and circulated to interested state and local agencies.
