MITIGATED NEGATIVE
DECLARATION:
NOTICE IS HEREBY GIVEN THAT A MITIGATED NEGATIVE DECLARATION has been prepared by the City of Fresno Planning and Development Department resulting from an Initial Study and Environmental Assessment (EA) of the project described below:
EA No. T-6502/P24-04526/P24-04527/P25-00027: Brandon De Young of De Young Properties has filed Annexation No. P24-04526, Pre-zone No. P24-04527, Tract Map No. 6502, and Planned Development No. P25-00027 ("Project") pertains to ±35.91 acres of property located on the north side of East McKinley Avenue, between North Temperance and North De Wolf Avenues (APN's 310-052-27. -26T, and -22). The Project proposes to annex the subject area from the Fresno County into the City of Fresno, pre-zone the property from the Fresno County AE20 (Exclusive Agricultural) zone district to the City of Fresno RS-4 (Single-Family Residential, Medium Low Density) and OS (Open Space) zone districts, subdivide ±23.56 acres of property into a 119-lot single-family residential development, and modify the RS-4 development standards for 28 of the 119 lots to allow private streets, reduce setbacks and lot size, depth, and width, and increase maximum lot coverage.

ANY INTERESTED PERSON may comment on the proposed environmental finding. Comments must be in writing and state (1) the commentor's name and address; (2) the commentor's interest in, or relationship to, the project; (3) the environmental determination being commented upon; and (4) the specific reason(s) why the proposed environmental determination should or should not be made. Any comments may be submitted at any time between the publication date of this notice and 5:00 p.m. on August 5, 2025.
