Notice of Public Hearing Durham Five-Year (2025-2029) Consolidated Plan, 2025 Annual Action Plan, and Citizen Participation Plan August 4, 2025 – 7:00 P.M. Durham City Council Chambers – City Hall 101 City Hall Plaza Durham, NC 27701 A second Public Hearing will be held by the Durham City Council to receive citizen comments on the draft Five-Year (2025-2029) Consolidated Plan, 2025 Annual Action Plan, and Citizen Participation Plan for use of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) Consortium, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) entitlement block grant funding from the U.S. Department of Housing and Urban Development (HUD). The City of Durham is required to submit a Consolidated Plan (ConPlan) every five years to assess affordable housing and community development needs and market conditions. The Consolidated Plan serves as a strategic planning document that identifies goals and priorities for use of CDBG, HOME, ESG, and HOPWA funding. The Consolidated Plan is carried out through the Annual Action Plan (AAP), which provides more specific details about the City’s use of formula block grant funding during the 2025 program year. The Citizen Participation Plan identifies and sets forth policies and procedures for ensuring citizens are adequately aware of the projects and activities funded with formula block grants and encourages their participation in the development and review of all corresponding planning documents. Since the last public hearing held on January 21, 2025, the U.S. Department of Housing and Urban Development (HUD) has notified the City of entitlement amounts for the 2025 program year. The City expects to receive $1,936,725 in CDBG, $977,088.20 in HOME Consortium, $176,018 in ESG, and $1,106,643 in HOPWA funding. The second Public Hearing is scheduled on Monday, August 4, 2025, at 7:00 P.M. during the Durham City Council Meeting. Durham stakeholders interested in providing public comments on the draft Five-Year (2025-2029) Consolidated Plan, 2025 Annual Action Plan, and Citizen Participation Plan during the Public Hearing should follow the City of Durham’s written comment instructions.
