City of Fife Request for Qualifications for Design Associated with 58th Avenue East and Valley Avenue East Roundabout Project
The City of Fife is soliciting statements of qualifications from professional engineering firms interested in providing engineering design services, obtaining required environmental permits, and Right of Way (ROW) planning and acquisition for the City of Fife 58th Avenue East and Valley Avenue East Roundabout Project. The anticipated duration of the work is 48 months with the option for the City of Fife to extend for additional time and money, if necessary. The estimated completion dates for 100% design and ROW are August 2028 and August 2029, respectively. This federally funded project has EEO, ADA, and Civil Rights requirements that must be adhered to. This Project has a 16% DBE goal.
The consultant's work consists of preparing an engineering design to construct a single lane roundabout at the intersection of 58th Ave E and Valley Ave E, with the intent of providing traffic calming, safety, and mobility improvements for all travel modes. The roundabout will have an approximately 100-foot inscribed diameter with splitter islands on each approach. The center island will have a mountable apron to accommodate school and transit buses. The scope includes curbs and sidewalks at the intersection, sidewalk segments at intersection approaches, and bike lanes along Valley Ave E through the intersection. Each leg of the intersection will include a marked crosswalk with an island refuge that will allow pedestrians to cross one direction of traffic at a time. The intersection will include additional lighting, and the east and west leg crosswalks on Valley Ave E will include Rectangular Rapid Flashing Beacon (RRFB) systems. Stormwater will need to be considered for National Environmental Protection Act (NEPA) and Pollution Generating Impervious Surface (PGIS) evaluation and may have an impact on the design schedule.

ADA and pedestrian improvements
Stormwater improvements
Sanitary sewer manhole adjustments
Water valve adjustments
Lighting improvements
Power and communication infrastructure relocation
Environmental documentation and preparation of permit applications
Utility coordination
Determination of ROW needs, planning, and acquisitions
Selection of firms will be based on the following criteria:
Qualifications of key personnel and experience preparing plans, specifications, and estimates for municipal projects
Prior experience successfully completing similar projects
Knowledge of federal funding and Equal Employment Opportunity requirements
Approach and qualifications to the project and ability to meet schedule
Familiarity with City of Fife standards and procedures
Familiarity with Washington State Department of Transportation (WSDOT), Federal Highway Administration (FHWA), and NEPA standards and requirements
Approach and commitment to meeting DBE goal
Qualification material shall be submitted via hard copy or emailed to: Jayson Dooley, City Engineer, Fife City Hall, 5411 23rd Street E, Fife, WA 98424, jdooley@fifewa.gov by 3:00 PM on August 5, 2025. If submitting hard copies, a minimum of three copies of the statement of qualifications shall be submitted. Each submittal may be no more than 10 double sided pages in length, including cover letter and no less than 12-point font for body of text. The City encourages disadvantaged, minority, and women-owned consultant firms to respond. Any questions should be directed to Jayson Dooley at jdooley@fifewa.gov.
Upon review of the submittals, selected firms will be invited for interviews. After the City and WSDOT Local Programs staff interview panel selects the most qualified firm, the City will commence contract negotiations of a proposed scope, schedule, and cost-plus fixed fee contract for the project. The City reserves the right to not award any contract.
