Notice OF REQUEST FOR QUALIFICATIONS
The City of Bellingham (City) is seeking Request for Qualifications (RFQ) to provide Architectural and Engineering services for permitting, environmental, cost estimating, and/or all related services for design and permitting for repair, removal, replacement, renovation, and other necessary work for repairing slumping floor and remodel of the basement of Bellingham City Hall, 210 Lottie St.
The City invites all interested parties to respond to this Request of Qualifications (RFQ) by submitting their qualifications relating to this category of work. All prospective consultants are advised any federally funded project work will be held to federal EEO requirements. Disadvantaged, minority and women-owned consultant firms are encouraged to respond.
The City of Bellingham must receive an electronic copy of the bid documents submittal prior to the date and time specified in the advertisement. All bids must be submitted online at: https://cob.procureware.com/ under the responses tab for this RFQ.
The City requests the electronic copy must be submitted by 11:00am Pacific Time July 31st 2025.
The Consultant performing the work for the City is expected to prepare a complete list of recommendations for a long term solution to the slumping flooring, prepare plans, specifications, and cost estimates to complete 60%, and 100% CD's based on the approved recommendation. Prepare permits, reports, or studies for obtaining federal, State, local, and environmental permits as needed. Services during bidding and construction, contract documentation through construction, as-built documentation, any other services required to complete the project.
Price Range: $135,000 is budgeted for design.

The right is reserved to postpone making the award for a reasonable length of time, to reject any and all SOQs, or to waive irregularities not affecting substantial rights.
