PUBLIC NOTICE OF APPLICATION FOR CONSISTENCY DETERMINATION UNDER THE COASTAL ZONE MANAGEMENT ACT Blake Ellett has filed notice of a proposed project which requires review by the MS Department of Marine Resources to ensure compliance with the state's approved Coastal Program under the Coastal Zone Management Act. The applicant is proposing to conduct a marsh vegetation biomass survey as part of a study through the University of Alabama by collecting aboveground plant material and soil core extractions of belowground roots and rhizomes at 15 discrete locations within the Grand Bay National Estuarine Research Reserve in Moss Point, MS.
