
NOTICE FOR A HYBRID PUBLIC HEARING
AND COMMENT PERIOD
Recovery Housing Program (RHP) Program
2025 Substantial Amendment
AGENCY: North Carolina Department of Commerce, Rural Economic Development Division (REDD)
ACTION: This notice serves as notification that the North Carolina Department of Commerce Rural Economic Development Division (REDD) will host an official hybrid public hearing regarding the State of North Carolin's draft RHP Program 2025 Substantial Amendment. This hearing is open to in-person and virtual attendance to all who wish to learn and provide input about the substantial amendment. The draft substantial amendment may receive several updates prior to submission to the U.S. Department of Housing and Urban Development (HUD). The substantial amendment proposes to incorporate an additional allocation of approximately $1,166,440 into the State's current RHP Program to assist individuals in recovery from a substance use disorder (SUD) with stable, transitional housing while on the path to self-sufficiency.
SUMMARY: The RHP Program will provide funding to eligible applicants (County-Level or County's municipality designee) to provide stable, transitional housing for individuals in recovery from a substance use disorder across the State of North Carolina. The funding to individuals covers a period of not more than two years or until the individual secures permanent housing, whichever is earlier. The RHP Program has been authorized under Section 8071 of the Support for Patients and Communities (SUPPORT) Act. Funds made available through the RHP Program will be treated as Community Development Block Grant (CDBG) funds and will be governed by the CDBG regulations.
AVAILABILITY OF REVIEW MATERIAL: A copy of the State of North Carolin's draft RHP Program 2025 Substantial Amendment is available for public review and download from the North Carolina Department of Commerce website (https://www.commerce.nc.gov/). Copies will also be available by request from the North Carolina Department of Commerce, Rural Economic Development Division (REDD). PUBLIC COMMENT PERIOD: Comments concerning the draft RHP Program 2025 Substantial Amendment should be made during the scheduled public comment period or hybrid public hearing. The scheduled comment period is from Wednesday, July 23, 2025 to Wednesday, August 6, 2025. Written comments will be accepted until 5:00 pm EST on the closing comment date and may be made via email to s.simpson-carter@commerce.nc.gov, fax (919) 715-0567, or mailed to Shycole Simpson-Carter, Attn: Public Comment, Rural Economic Development Division, 4346 Mail Service Center, Raleigh, NC 27699-4346. Any comments submitted by mail that are received after the last day of the public comment period must bear a postmark dated on or before Wednesday, August 6, 2025 to be considered.
HYBRID PUBLIC HEARING: There will be only one official hybrid public hearing on Wednesday, July 30, 2025 at 10:00 am EST.
