NOTICE OF PUBLIC HEARING
Notice of Availability of a Substantial Amendment to the State College Borough (Borough)
2025 Consolidated Annual Action Plan (AP)
for Public Review and Comment
State College Borough Council (Council) will consider a substantial amendment to the 2025 AP regarding the proposed use of Community Development Block Grant (CDBG) funds.
In order to expend CDBG funds in a timely manner, it is proposed to replace the 2025 CDBG Infrastructure Project: Streetlight & Curb Ramp – Waupelani Dr project with the 2025 CDBG Infrastructure Project: Streetlight & Curb Ramp – Garner St project. The new project location is the 100 block of Garner St. and is estimated to assist 3,205 persons, 94.85% low-mod persons. The amount of CDBG funding allocated to the project will be reduced from $191,003.50 to $130,000.00.
The remaining $61,003.50 will be reallocated to the Out of the Cold Sprinkler Project 2025 to include the installation of an additional egress point to increase capacity. The goal for the project will increase from adding approximately 20 temporary beds to also adding approximately 9 permanent beds.
Also proposed is updating the following annual goals: Centre Safe: Shelter Staffing Program 2025 from assisting 135 persons to 115; and Out of the Cold: Program Operations 2025 from 175 to 100.
A copy of the proposed amendment will be available for inspection during regular business hours at the Planning & Community Dev. Dept., 243 S. Allen St., and at Schlow Centre Region Library, 221 S Allen St, State College, PA and at https://www.statecollegepa.us/426/CDBG-Citizens-Advisory-Committee from Jul. 14 through Aug. 15, 2025. Comments on the proposed amendments will be accepted during this time by email to planningdept@statecollegepa.us, or by mail to the Planning Dept, 243 S Allen St, State College, PA 16801.
Notice of Public Hearing on Substantial Amendment
Council is scheduled to hold a public hearing and later consider taking action on the proposed substantial amendment during its meeting to be held both in-person and virtually at 7 pm on Aug. 18, 2025.
