Notice of Filing Permit Application for a Class Two Landfill Expansion Richland County Class Two Landfill General Description: Richland County proposes to construct an expansion to the existing Class Two Landfill for the placement of construction and demolition (C&D) debris, in accordance with the South Carolina Department of Environmental Services (SCDES) requirements. This Notice of Filing Permit Application is provided to fulfill the public notification requirements of the SCDES regulations for commercial waste facilities. Requests have been submitted to SCDES for the following determinations: There is a need for the proposed landfill expansion pursuant to Regulation 61-107.17 and for a determination of the maximum yearly disposal rate pursuant to Regulation 61-107.17. The proposed landfill expansion is consistent with the State and county/regional solid waste management plans pursuant to S.C. Section 44-96-290(F). The proposed landfill expansion is consistent with local zoning, land use, and other applicable ordinances pursuant to S.C. Section 44-96-290(F). The proposed landfill expansion meets the buffer requirements set forth in Part IV, Section B.1.a of Regulation 61.107.19 for Class Two Landfills. Name and Address of Applicant: The Applicant is Richland County. The Applicant's address is 1070 Caughman Road N., Columbia, SC 29203. Site Location: The Richland County Class Two Landfill is located at the end of Caughman Road N (State Rd S-40-2374) which intersects with Monticello Road approximately 6 miles miles north of the intersection of Monticello Road and Interstate 20, north of the communities of Denny Terrace and Columbia in Richland County. Nature of the Proposed Project: The existing Class Two Landfill will be expanded by filling the general area on a portion of the existing closed Phase 1 area and overlaying onto the existing closed Phase 1A area, including expanding laterally by approximately 0.9 acres, with an overall overlay footprint covering less than 27 acres. Description of the Proposed Site: The proposed site is adjacent to the existing Class Two Landfill. Types of Waste: The proposed Class Two Landfill expansion will only accept construction & demolition (C&D) debris and yard clearings.
