South Carolina Department of Environmental Services (SCDES) PUBLIC NOTICE OF INTENT TO MODIFY A MINE OPERATING PERMIT Heidelberg Materials Southeast Agg LLC Lowry's Quarry York County, South Carolina (SCDES Application I-000759) Date: July 9, 2025 Heidelberg Materials Southeast Agg LLC has applied to SCDES to modify their permit to mine granite at a site located at 485 True Road in York County, approximately 2.5 miles northwest of Lowrys, South Carolina (TMS # 226-00-00-003, 315-00-00-001, 315-00-00- 007, 315-00-00-005, 226-00-00-002). The operator is proposing to add 36.4 acres to be used as overburden storage. A proposed reclamation plan to restore the site to a grassland, woodlands and a lake or pond has been submitted with the application. The mine permit application and related documents are available for review on SCDES's website at https://des.sc.gov/publicnotices SCDES is currently conducting a technical review of the application and related documents and will accept written comments through July 31, 2025. Public comments may impact SCDES's permit decision by giving staff additional information to consider and could also be used when determining specific terms and conditions the company must follow if a permit is issued.
