INVITATION TO BID
Sealed bids will be received by the Executive Director of the State College Borough Water Authority until 10:00 AM, prevailing time, on August 6, 2025 at the Authority's office, 1201 West Branch Road, State College, PA, at which time, date and place such Bids will be opened and read publicly for Contract No. 12-2025: Tank No. 1 Yard Piping Improvements - Phase II - Zone Interconnect Vault.
The work to be performed consists of the installation of an interconnect valve vault and yard piping for the Authority's Tank No. 1 and associated appurtenances located on Aaron Drive in Ferguson Township, Centre County, PA.
Bidding Documents including plans and specifications are on file and open for inspection at the Authority's office, 1201 West Branch Road, State College, PA 16801 during normal business hours (Monday through Friday, 8:00 A.M. to 4:00 P.M.) and at the offices of Gwin, Dobson & Foreman, Inc., 3121 Fairway Drive, Altoona, PA, 16602-4475 and may be examined or requested between the hours of 8:00 A.M. to 5:00 P.M. Phone 814-943-5214, Fax 814-943-8494. Sets of documents may be obtained from the Engineer upon payment for each set of a non-refundable fee of One Hundred Fifty Dollars and No Cents ($150.00). Express mail requests will require additional payment to cover such costs. Payment also accepted using VISA and MasterCard. Contract documents may also be obtained electronically at no charge. Bidding documents including plans, specifications and addenda, must be obtained directly from the Engineer to be considered.
The successful bidder will be required to comply with Prevailing Minimum Wages in accordance with the PA Department of Labor & Industry Prevailing Minimum Wage Determination.
Each bid must be accompanied by a Certified or Bank Check, or Bid Bond naming as payee or obligee, as applicable, the State College Borough Water Authority, in the amount of ten percent (10%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. The Successful Bidder will be required to execute the Agreement and to furnish a "Performance Bond" and a "Payment Bond," each of said bonds to be in the amount of One Hundred Percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents.
All bonds shall be executed by sureties named in the current list, "Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (as amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and shall be acceptable to the State College Borough Water Authority.
No bids may be withdrawn, except when the Bidder(s) comply with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655, as amended.

The State College Borough Water Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgement, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening.
