SOUTHERN CALIFORNIA GAS REQUEST TO INCREASE RATES FOR GAS LINE ALLOWANCE
GAS LINE EXTENSION ALLOWANCE EXCEPTION APPLICATION 25-07-001
WHY AM I RECEIVING THIS NOTICE? On July 1, 2025, Southern California Gas Company (SoCalGas®) filed its Gas Line Allowance Exception Application A.25-07-001 with the California Public Utilities Commission (CPUC) which will require a revision to rates for natural gas. The application is requesting a total rate increase in revenue requirement of $911 thousand.
WHY IS SOCALGAS REQUESTING THIS RATE INCREASE? In 2022, the CPUC issued a decision (D.22-09-026) eliminating gas line extension allowances, the 10-year refundable payment option, and the 50 percent discount payment option under gas line extension rules for all customer classes. In limited situations, customers may be eligible for gas line extension allowances for unique non-residential projects that meet all three criteria: (1) demonstrates reduction in greenhouse gas emission; (2) is consistent with California’s climate goals; and (3) demonstrates that there is no feasible alternative to the use of natural gas, including electrification. On July 1, 2025, SoCalGas filed an application to the CPUC, on behalf of eligible customers, requesting the Commission provide gas line extension allowance to specific projects that meet the three criteria. HOW COULD THIS AFFECT MY MONTHLY GAS RATES? If SoCalGas’s request is approved by the CPUC, SoCalGas’s rates for gas service will increase. The average residential gas monthly bill using 36 therms per month would increase by approximately $0.01 or 0.0% per month. The table below does not necessarily reflect the changes that you may see on your bill. Changes in individual bills will also depend on how much electricity or gas each customer uses.

HOW DOES THE REST OF THIS PROCESS WORK? This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt SoCalGas’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting. Parties to the proceeding may review SoCalGas's application, including the Public Advocates Office which is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels.
