City of Blaine Community Development Services Notice of SEPA Determination of Nonsignificance Notice Date: July 2, 2025 Project Name: Wellfield 440 Zone Booster Pump Station and Chlorination Building SEPA File Number: 2025034 Proponent: City of Blaine Lead Agency: City of Blaine. Project Description: Water system improvements: an approximately 500 square foot booster pump station building constructed of concrete masonry unit blocks and a metal roof, engine generator (150 kilowatts), and water main piping and components connecting to the City's existing water system; an approximately 1,500 sq. ft. chlorination building constructed with concrete walls, a metal roof, and an approximate 600 square foot concrete entry pad, and associated water main piping components connecting to the City's existing water system. (Prior SEPA DNS No. 2024056 issued Sept 25, 2024 for the same project was withdrawn on October 16, 2024.) Location: Parcel no. 4001044743300000. Pump Station at 48.986184, -122.692555 Chlorination building at 48.954253, -122.692555 Documents Reviewed: SEPA checklist (July 19, 2024); Plan Set, Wellfield 440 Zone Booster Pump Station Critical Areas Assessment Report (RH2, July 2024), Wellfield 440 Zone Booster Pump Station Engineering Geology and Geotechnical Report (RH2, 2023); Archeological Assessment for the Wellfield Pump Station, Blaine, Whatcom County, Washington (ASM Affiliates, Inc., 2023). Additional reports for the chlorination building improvements are anticipated to be prepared by the City's consultant, Reichhardt & Ebe Engineering, Inc. (R&E). Project files accessible at https://ci.blaine.wa.us/2208/Wellfield-440 Determination: The lead agency has determined that this proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Information on the process and the project is available to the public upon request at the City of Blaine, Community Development Services office. Comment Period: This DNS is issued under WAC 197-11-340 (2). The lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be submitted between 8:30 AM July 2, 2025 to 4:30 PM on July 16, 2025.
