NOTICE OF PROPOSED CONSTRUCTION Para más detalles llame 1-800-660-6789 PROJECT NAME: Momentum Substation, Placer Ranch Specific Plan Area - (Placer County, 0009604.01) ADVICE LETTER NUMBER: 7636-E Proposed Project: To serve the planned Placer Ranch Development Project and other customers in southern Placer County, Pacific Gas and Electric Company (PG&E) is proposing to build a new substation within the Placer Ranch Specific Plan area. The Placer Ranch Development Project is a residential and commercial development with a future satellite campus for California State University Sacramento. The substation will be located on an approximately 11-acre parcel in an industrial area on the south side of Momentum Road, west of the intersection of Foothills Boulevard, Nicholas Drive and Duluth Avenue on the west side of Highway 65. The remotely-controlled and monitored facility will be connected to an existing double-circuit (2-way) 230 kV transmission line looped into and out of the new substation from either PG&E’s existing Rio Oso–Atlantic 230 kV Transmission Line or its Rio Oso–Gold Hill 230 kV Transmission Line, both immediately south of the substation site. Up to approximately six to ten new tubular steel poles (TSP) or lattice structures, with concrete foundations, will support the 230 kV transmission line loop. The structures will be approximately 85 to 130 feet tall. Additionally, up to approximately twelve 21 kV feeder lines would be placed in underground conduits on the substation property that would connect with future electrical distribution feeders to the north side of the substation. Substation equipment will include approximately three 75 MVA (megavolt ampere) transformers and associated electrical equipment, including approximately nine 230 kV breakers, a 21 kV bus to serve multiple circuit breakers, several 21 kV circuit breakers, dead-end structures, bus structures, steel takedown structures, equipment enclosures, and an SPCC (Spill Prevention Control Countermeasures) concrete basin. The substation will also include interior lighting and telecommunications equipment to protect the substation and power lines. Construction is tentatively scheduled to begin in Q4 2025, or as soon as project plans and approvals are in place. Construction is scheduled to be completed in March 2028, or as soon as possible after construction begins. Exemption from CPUC Permit Requirement: CPUC General Order 131-E, Section VIII, Subsection B.4, exempts a utility from the CPUC’s requirement to file an application requesting authority to construct if a project meets specific conditions. This project qualifies for the following exemption: e: “Power lines, substations, or switchyards to be relocated or constructed which have undergone environmental review pursuant to CEQA as part of a larger project.” The County of Placer adopted an EIR for the Sunset Area Plan and Placer Ranch Specific Plan (State Clearinghouse No. 2016112012) and May 2024 Addendum for the Placer One Phases 1B and 1C Project, which included the proposed substation and related facilities. The 2024 Sunset Area Plan and Placer Ranch Specific Plan EIR May 2024 Addendum for the Placer One Phases 1B and 1C Project described all proposed PG&E facilities in detail on pages 10 through 14, and analyzed environmental impacts for PG&E facilities on pages 17 through 48 (see Placer One Phases 1B and 1C Addendum, https://www.placer.ca.gov/2702/ Sunset-Area-Plan---Placer-Ranch-Specific#tab40562e19-7975-40f0-931a105b173f34f3_0 and EIR, https://ceqanet.lci.ca.gov/2016112012/5). Public Review Process: Individuals or groups may protest the proposed construction if they believe that PG&E has incorrectly applied for an exemption or that the conditions set out in Section III.B.2 of General Order 131-D exist; There is reasonable possibility that the activity may have an impact on an environmental resource of hazardous or critical concern where designated, precisely mapped and officially adopted pursuant to law by federal, state, or local agencies. Protests should include the following: 1. Your name, email address and daytime telephone number. 2. Reference to the CPUC Advice Letter Number and Project Name. 3. A clear description of the reason for the protest. 4. Whether you believe that evidentiary hearings are necessary to resolve factual disputes.
