NOTICE OF PUBLIC HEARING

SUBJECT: Second public hearing on the Infrastructure Financing Plan for the Placer County Enhanced Infrastructure
Financing District No. 1 (Sunset Area/Placer Ranch)
NOTICE IS HEREBY GIVEN that the Placer County EIFD Public Financing Authority No. 1 ("Authority") will conduct a public hearing at the above place and time, or as soon thereafter as can be heard, to conduct a protest hearing to consider whether the landowners and residents in the boundaries of the proposed EIFD (defined below) wish to present any oral or written protest against the adoption of the proposed Infrastructure Financing Plan ("IFP") for the Placer County Enhanced Infrastructure Financing District No. 1 (Sunset Area/Placer Ranch) ("EIFD"). At the conclusion of the public hearing, the Authority will take action as described below.
The EIFD is proposed to be formed pursuant to Chapter 2.99 of Part 1 of Division 2 of Title 5 of the California Government Code (commencing with section 53398.50) (the "EIFD Law"). In accordance with the EIFD Law, on April 22, 2025, the Authority held a public meeting at which a draft IFP was presented. Subsequently, the Authority held the first of two public hearings on the IFP on May 29, 2025. After holding the first public hearing, the Authority adopted a resolution modifying the draft IFP. The IFP, as modified following the first public hearing, can be reviewed on the Authority's website: https://www.placer.ca.gov/9870/Sunset-Area-Enhanced-Infrastructure-Fina.
As described below, the Authority will conduct a protest hearing at the second public hearing to consider whether the landowners and residents in the boundaries of the proposed EIFD wish to present oral or written protests against the adoption of the IFP.
Landowners and residents within the proposed EIFD may submit an oral or written protest before the close of the public hearing. The protest may state that the landowner or resident objects to the Authority taking action to implement the draft IFP. At the second public hearing, the Authority will consider all written and oral protests received before the close of the public hearing along with the recommendations, if any, of affected taxing entities, and shall terminate the proceedings or adopt the draft IFP. The Authority will terminate the proceedings if there is a majority protest. A majority protest exists if protests have been filed representing over 50% percent of the combined number of landowners and residents in the boundaries of the proposed EIFD who are at least 18 years of age. An election shall be called if between 25% and 50% of the combined number of landowners and residents in the boundaries of the proposed EIFD who are at least 18 years of age file a protest. If less than 25% of the combined number of landowners and residents in the boundaries of the proposed EIFD who are at least 18 years of age file a protest, the Authority may adopt the IFP at the conclusion of the second public hearing.
Any persons having any objections to the proposed IFP, or the regularity of any of the prior proceedings related to the EIFD or the IFP, may appear before the Authority and object to the adoption of the proposed IFP by the Authority. The boundaries of the proposed EIFD are described in Appendix A of the IFP. The IFP includes more detail about the area within the boundaries of the proposed EIFD in Section II. The purpose of the proposed EIFD is to finance a portion of the public capital facilities that are needed to realize the new development envisioned in the adopted Sunset Area Plan and Placer Ranch Specific Plan, including major arterial roadways, traffic signals, a fire and police station, and utility-related improvements. The IFP includes more detail about the financed facilities in Section III.
The County intends to allocate to the EIFD (i) a portion of the County General Fund's share of the incremental property tax revenue generated by increases in the assessed values in the boundaries of the EIFD above the tax year 2024-25 assessed values and (ii) a portion of the residual revenues that the County's General Fund receives from the Redevelopment Property Tax Trust Fund from all successor agencies. The IFP includes more detail about the allocated revenues in Section IV.
