Public Notice – NPDES Renewal Pursuant to the "Noncoal Surface Mining Conservation and Reclamation Act" and the "Clean Streams Law," notice is hereby given that Heidelberg Materials Northeast LLC, 7535 Windsor Drive, Suite 300, Allentown, PA 18106, has made application to the Pennsylvania Department of Environmental Protection (DEP) for renewal of its existing National Pollution Discharge Elimination System (NPDES) Permit No. PA0596639. The receiving stream is Spring Creek, which is designated as High Quality – Cold Water Fishes, Migratory Fishes (HQ-CWF, MF) under Title 25, Chapter 93.9L. The mine site is located in College Township, Centre County and is known as the Oak Hall Quarry (SMP No. 4775SM10). The affected area consists of 315.2 acres situated east of Route 322 and southwest of Mount Nittany. The site is located on the State College, PA U.S. Geological Survey 7.5-minute topographic map, approximately 8.7 inches north and 8.1 inches west from the bottom right-hand corner of the map. A copy of the application is available for public inspection at the College Township Building, 1481 E. College Avenue, State College, PA 16801 and the Moshannon District Mining Office, 186 Enterprise Drive, Philipsburg, PA 16866. Written comments, objections, or a request for public hearing or informal conference may be directed to District Mining Manager, 186 Enterprise Drive, Philipsburg, PA 16866, up to and including 30 days after the fourth publication of this notice, or no later than August 20, 2025.
