Kentucky Cabinet for Health and Family Services Low Income Home Energy Assistance Program Block Grant State Plan FFY October 1, 2025, through September 30, 2026 The Department for Community Based Services plans to apply for Federal Fiscal Year 2025-2026 funds available under the Low-Income Home Energy Assistance Program (LIHEAP) Block Grant. The purpose for the application is to provide assistance throughout the Commonwealth via the twenty-three (23) Community Action Agencies, for the coordination of services/benefits to low-income households with their home energy costs while improving the causes and effects of poverty in communities and to promote family and individual self-sufficiency. A copy of the preliminary plan regarding the use of these funds is currently available for review and comment.
