NOTICE IS HEREBY GIVEN that on April 1, 2025, Public Service Company of North Carolina, Inc. d/b/a Enbridge Gas North Carolina (PSNC), filed an application with the Commission in Docket No. G-5, Sub 686 requesting authority to adjust and increase its rates and charges for natural gas service in North Carolina. PSNC serves approximately 667,000 retail customers in North Carolina.
In its general rate case application, PSNC requests authority to increase its rates and charges to produce additional overall annual North Carolina retail revenues of approximately $84,943,631, an increase of approximately 11% over current revenues. Further, PSNC is seeking approval of a rate of return on common equity of 10.60%.
PSNC also seeks the following: (1) continuation of the Integrity Management Tracker Rider (Rider E) to recover capital expenses related to transmission and distribution integrity management programs; (2) authority to amortize and collect certain pipeline safety O&M expenses that have been deferred; (3) authority to implement Rider H – Pipeline Integrity Management Expenses Tracker to recover deferred operations and maintenance (O&M) expenses; (4) authority to implement a proposed Major Projects Cost Recovery Rider (MPR) to recover incremental costs associated with the M-71 pipeline, the Moriah Liquefied Natural Gas facility, and the non-Integrity Management Tracker rate base portion of the T-15 pipeline; (5) authority to defer and amortize extraordinary, nonrecurring costs associated with Hurricane Helene over a one-year period; (6) authority to implement a Customer Assistance Program (CAP) to provide eligible low-income customers with monthly, non-refundable bill credits during the winter months; (7) authority to implement a rider addressing liabilities from excess deferred income taxes (EDIT) associated with state corporate income tax reductions and to update previously approved EDIT regulatory liabilities due to an inadvertent miscalculation; and (8) approval to update and revise certain tariff provisions, primarily administrative in nature, without increasing basic facilities charges or miscellaneous fees.
PSNC proposed that the new rates become effective May 1, 2025, but, assuming the Commission suspended the proposed rates and sets the matter for hearing, requested that the new rates become effective November 1, 2025. The Commission has issued an order on April 24, 2025 suspending PSNC’s proposed rate changes for a period of up to 270 days from the proposed effective date of May 1, 2025.

EFFECT OF RATES
For existing residential customers, an estimate of how the proposed rates (including the effects of all riders) would change the average monthly bill (including state sales tax) of a residential customer is shown below:

The change in average bill will vary with each customer’s level of natural gas usage. The Commission may consider additional or alternative rate design proposals that were not included in PSNC’s general rate case application and may order increases or decreases in individual rate schedules that differ from those proposed by PSNC, but the Commission will not consider any increase in total revenues beyond that requested by PSNC.

These materials, as well as pleadings, the pre-filed testimony and exhibits of all parties, the transcripts of all hearings, briefs, and proposed orders, may be viewed as they become available on the Commission’s website at www.ncuc. gov. The Commission has suspended the proposed rate changes and has scheduled the application for investigation and hearing. Persons desiring to present testimony for the record should appear at one of the public hearings. Persons desiring to send written statements to inform the Commission of their positions in the matter should address their statements to the North Carolina Utilities Commission, 4325 Mail Service Center, Raleigh, North Carolina 27699-4300 and reference Docket No. G-5, Sub 686 However, such written statements cannot be considered competent evidence unless those persons appear at the hearing and testify concerning the information contained in their written statements. Customers can also email the Commission a statement about PSNC’s rate request via the Commission’s website at www.ncuc.gov/contactus.html. In either case, consumer statements will be placed in Docket No. G-5, Sub 686CS, and may be accessed by searching that docket number via the Commission’s website.
FURTHER NOTICE IS GIVEN that the North Carolina Utilities Commission has scheduled hearings for the purpose of receiving public witness testimony on PSNC’s Application and is hereby scheduled as follows:

Only the first 20 individuals registered by 5:00 p.m. on Monday, August 4, 2025, will be allowed to testify at the Monday, August 11, 2025, remote public witness hearing. This hearing will be canceled if no one registers to testify by 5:00 p.m. on Monday, August 4, 2025.
The public witness hearings will be solely for the purpose of receiving the testimony of public witnesses in accordance with Commission Rule R1-21(g). The Commission reserves the right to limit testimony at the public witness hearings pursuant to Commission Rule R1-21(g)(5).
The hearing will resume in Raleigh on Tuesday, September 23, 2025, solely for the purpose of receiving expert witness testimony from the parties’ witnesses and will continue as required for testimony and cross-examination of expert witnesses for PSNC, the Public Staff, and other intervenors.
Persons having an interest in the investigation and desiring to intervene in the matter as formal parties of record may file their petitions to intervene not later than Monday, August 25, 2025. These petitions should reference Docket No. G-5, Sub 686 and should be filed with the Chief Clerk of the North Carolina Utilities Commission, 4325 Mail Service Center, Raleigh, North Carolina 27699-4300. All parties to this proceeding planning to present expert testimony must prefile their testimony and exhibits not later than Monday, August 25, 2025.
