Fuel Systems Repair and Maintenance Services

SCOPE OF WORK: The purpose of this Unit-Priced Invitation to Bid (RCW 36.32.235) is to secure the services of a qualified Contractor for fuel system repair, inspection, and maintenance on an as-needed basis. Pierce County will assign the work by a purchase order number, addressing the scope of work, unit prices, and required time of completion. Work shall be performed in accordance with the product manufacturer's technical specifications.
PROJECT ESTIMATE: The initial maintenance and service contract amount is estimated to be $200,000.00 not including WA State Sales Tax and the initial repair public works contract amount is estimated to be $300,000.00; the County reserves the right to add funds as needed throughout the duration of both the contract.

PRE-BID QUESTIONS: All questions must be submitted within the Pierce County OPENGOV Software, under the Clarifications Tab not later than 7/09/2025 at 4:00 PM PDT/PST. Bidders must be registered in the OPENGOV software in order to submit questions. Oral explanations, interpretations, or instructions given by anyone before award of a contract will not be binding on the County.
COMPLETION TIME: Both initial Contract Period of Performance will be (1) year, commencing from the date of the Notice to Proceed, with the option to renew for an additional year. Total contract time is Not to Exceed Two (2) Years.
BID DUE DATE/TIME: Bids must be submitted via the Pierce County OpenGov Procurement Portal at https://procurement.opengov.com/ and will be received until 1:00 P.M. PDT/PST, 7/17/2025. Bid opening will be performed via a Zoom meeting 30 minutes after Bid Due Time/Date (link: Zoom Bid Opening.)
BID SECURITY: A 5% bid bond must accompany all bids, and a 100% payment and performance bond will be required for the Unit Price Public Works contract amount.
PREVAILING WAGES: Minimum wage rates for labor to be used under this contract have been determined by the Washington State Department of Labor and Industries. See the Contract Compliance Procedures for Public Works Projects included in the specifications.
BID NOTES:
The County may conduct reference checks for the bidder whose bid is under consideration for award. Failure to provide requested documents when requested within the time period specified, the County may deem the bidder non-responsible.
5% Retainage will be held for the full public works contract amount only.
