NOTICE OF OPEN-HOUSE PUBLIC HEARING ON DESIGN AND CONSTRUCTION SCHEDULE OF IMPROVE I-70: BLUE SPRINGS TO ODESSA PROJECT IN JACKSON AND LAFAYETTE COUNTIES
Notice is hereby given to all interested persons that a public hearing will be held on Monday, Aug, 4 from 4 to 6 p.m. at Vesper Hall located at 400 NW Vesper St. Blue Springs, MO 64014, and on Tuesday, Aug. 5, from 4 to 6 p.m. at the Odessa Community Building located at 601 W Main St. Odessa, MO 64076. Access for people with disabilities is available. All interested persons will be given an opportunity to be heard concerning their views on the design and proposed construction schedule of Improve I-70: Blue Springs to Odessa with reference to the economic and social effects of such design, its impact on the environment, and its consistency with the goals and objectives of the community. An open-house format will be used, and persons may discuss the project and offer comments at any time between the prescribed hours.
This is the third construction project in MoDOT's Statewide Improve I-70 Program. The planned improvements from the contractor team, the Radmacher-Ideker Joint Venture, includes constructing a third lane in each direction on I-70 beginning just west of MO Route 7 in Blue Springs to approximately MO Route H and replacement of the existing I-70 lanes with all new full-depth concrete pavement. The project also includes improved interchanges at MO Route D in Bates City and at MO Route 131 in Odessa. Fourteen bridges will be replaced within the project limits. Additionally, throughout construction two lanes of travel will be available for both directions of I-70 during peak travel times.
Displays, construction phasing, schedule, and other detailed information prepared by the Missouri Department of Transportation will be available for public inspection and copying at the office of the Improve I-70 West Project Director of the Missouri Department of Transportation, 600 NE Colbern Rd. Lee's Summit, MO 64086. Written statements and exhibits as well as oral statements will be received at the hearing. Written statements and exhibits will be made a part of the public hearing transcript if received by Wednesday, Sept. 3. Comments will be accepted in the form of writing or providing a recorded statement. In addition, meeting materials and a comment form will be available online at: www.modot.org/projects/improvei70/bluespringsodessa from Aug. 4 to Sept. 3.
Tentative schedules for right of way acquisition and construction will be discussed at the hearing. Construction is expected to begin in approximately Sept. 2025, with an anticipated completion in late 2028.
