Project Description Proposed 181-acre subdivision and planned unit development containing up to 490 residential units to be developed in five phases. The initial residential phase covers 33.31 acres to be developed with 79 detached single-family lots. The project is proposed to be served by private roads, private stormwater facilities, and public utilities. The initial phase also includes open space areas, including private community recreation spaces, perimeter buffer area, critical area conservation areas, and stormwater facilities.

Lead Agency City of Blaine
Determination The lead agency has determined that this project does not have a probable significant adverse impact on the environment with the addition of mitigating conditions to the development approval. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
Mitigation Measures Mitigation measures are required. The complete mitigation language can be downloaded from the City of Blaine website at www.cityofblaine.com, is available by request to the Responsible Official, and is available to the public upon request at the City of Blaine Community Development Services office.
Comment Period This DNS is issued under WAC 197-11-340 (2). The lead agency will not act on this proposal for 14 days from the date of issuance. Comments will be accepted between 8:30 AM June 25, 2025 and 4:30 PM July 9, 2025. Appeal Procedure This determination is appealable pursuant to 17.80.090 of the Blaine Municipal Code. Appeals must include a specific factual objection, payment of the applicable appeal fee, and a completed City of Blaine administrative appeal application. An appeal would need to be made by 4:30 PM July 9, 2025. Questions should be directed to the responsible official noted above.
