NOTICE OF FILING Dominion Energy South Carolina, Inc.'s Request for Approval for Pilot Demand Side Management Program for Income-Qualified, High-Use Residential Customers Docket No. 2025-173-E Why is this Notice Important? On May 30, 2025, Dominion Energy South Carolina, Inc. ("DESC" or "Company") filed a Request for Approval for Pilot Demand Side Management Program for Income-Qualified, High-Use Residential Customers ("Pilot Program") with the Public Service Commission of South Carolina ("Commission"). The proposed Pilot Program, if approved, will be available to single-family residential homeowners and renters. Commission Order No. 2024-610 instructed the Company "…to develop and file for Commission approval a pilot program that specifically targets income-qualified, high-use, single-family residential customers no later than May 31, 2025. Will all the Company's Customers Qualify to Participate in the Pilot Program? No, the Pilot Program requires qualifying customers to meet the following criteria: o Household income at or below 200% of the Federal Poverty Guidelines or proof of enrollment in a State or Federal Program with a similar income requirement; and o Customers must have high-energy usage as defined in the Company's Request What is included in the Proposed Pilot Program? Free Weatherization Services including direct installation of whole-home measures such as air sealing, duct sealing, and attic insulation; and Free, Comprehensive whole-home audit performed by a Building Performance Institute certified implementation contractor located within the Company's service territory; and Appliances are not included Will all the Company's Residential Customers' Monthly Bills be impacted by the Pilot Program? If the Pilot Program is approved by the Commission, the bill of an average residential customer using 1,000 kWh per month could increase by $0.08 in May 2026.
