SR 907/Alton Road from Michigan Avenue to S of Ed Sullivan Drive/43 Street Flexible Pavement Reconstruction Project FM No: 429193-1-52-01 The FLORIDA DEPARTMENT OF TRANSPORTATION announces an opportunity for public comment. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. § 327 and a Memorandum of Agreement (MOA) dated May 26, 2022 and executed by the Federal Highway Administration and FDOT. PROJECT DESCRIPTION: FDOT proposes to raise SR 907/Alton Road by approximately 6-12 inches from Michigan Avenue to south of Ed Sullivan Drive/43 Street through milling, resurfacing, and overbuild. The project also includes signage, lighting, Intelligent Transportation System (ITS), and drainage improvements, including the installation and adjustment of two pump stations and generators, as well as construction of a sanitary pump station on behalf of the City of Miami Beach, widening for parking lanes, and new construction of an 8- to 10-foot-wide bidirectional bicycle path along Alton Road from Michigan Avenue to Chase Avenue. The FDOT and Miami Beach Parks and Recreation Department have coordinated regarding improvements proposed within the boundaries of the Miami Beach Golf Club (the Golf Club). This project aligns with, and is in support of, the Miami Beach Parks and Recreation Department’s plans to improve access to the Golf Club. PURPOSE: The Miami Beach Golf Club is a publicly owned recreational resource that includes an 18-hole golf course with 72 pars and an open landscaped green space spanning 6,813 yards. This recreation area is open to the public and also includes a practice facility, clubhouse, restaurant, locker rooms and a pro shop. Club facilities are open to the public seven days a week. On average, the club hosts 57,000 rounds of golf annually, hosting members, residents, and tourists, as well as charitable and corporate events. The project improvements involve the use of this property, which is protected under 23 U.S.C. § 138 and 49 U.S.C. § 303 (commonly referred to as Section 4(f) of the U.S. Department of Transportation Act). Several improvements are proposed within the boundaries of the Miami Beach Golf Club. The proposed bike path/urban side path is located along the western edge of the Golf Club, outside of the boundaries of the golf course itself. Throughout most of the project corridor from Michigan Avenue to Chase Avenue, the bike path/urban side path will be 10 feet wide. However, due to right-of-way constraints, the width of the path will be reduced to 8 feet near the Golf Club entrance and parking lot. The construction of the proposed bike path/urban side path will not entail any loss of parking lot spaces or impede access to the golf course. The proposed ITS improvements are located in the same area. None of these improvements will intersect with the existing golf course or its golf cart path, nor will they adversely affect the Golf Club’s activities, features, and attributes (AFAs). The proposed Miami Beach Sanitary Sewer Pump Station will be installed within the western edge of the Miami Beach Golf Club, adjacent to the Alton Road roadway and east of the intersection of Alton Road and 27th Street. Minimal rerouting of an approximately 80-foot segment of the existing golf cart path is anticipated during installation of the sanitary pump station. However, the slight shift to the existing golf cart path will not affect the AFAs of the Golf Club, and temporary impacts during construction are anticipated to be minimal. Overall, approximately 3.764 acres of impact are anticipated within the boundaries of the Golf Club. These impacts include the proposed bike path/urban side path from Michigan Avenue to Chase Avenue, installation of Miami Beach Sanitary Sewer Pump Station east of the intersection of Alton Road and 27th Street, and the proposed ITS improvements. See Figures 1, 2, and 3 for more information regarding the areas of impact. As measures to minimize and mitigate harm and enhance the Miami Beach Golf Club, FDOT will require the contractor to restore the golf course to pre-existing conditions after constructing the proposed improvements. FDOT is also coordinating with the Miami Beach Golf Club to maintain access to Golf Club facilities and provide a temporary golf cart path during construction. Based on the limited impacts of the proposed action on the activities, features and attributes that qualify the Miami Beach Golf Club for protection under Section 4(f), together with the measures to minimize and mitigate harm, the FDOT intends to pursue a Section 4(f) de minimis finding for the proposed use of land within the Golf Club. As an important part of making this decision, FDOT is seeking public comment concerning the impacts of the proposed action to the activities, features, and attributes of the Miami Beach Golf Club. We look forward to receiving community input on this proposed project and the anticipated effects to the above-mentioned resource. Public input will be taken into consideration prior to a final determination for these 4(f) protected properties in accordance with 23 CFR § 774.
