WHATCOM COUNTY NOTICE OF APPLICATION FOR A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT Notice is hereby given that Comcast Cable has submitted an application for a Shoreline Substantial Development Permit (SHR2025-00006) on 4/22/2025. The application is to trench 8 new underground road crossings for utilities, 4 new underground utilities connections within the right-of-way, and install 8 new vaults within the established rights-of-way of W Lake Samish Dr., N Lake Samish Dr., and Summerland Rd. A determination that all submitted requirements were met was issued on 5/20/2025. The project site is located within the County road rights-of-way along N. Lk. Samish Dr., W. Lk. Samish Dr., and Summerland Rd., within Section 26, 27, and 35 Township 37N, Range 03E W.M. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Shoreline Management Program. Mitigation may be required pursuant to these ordinances. The file and supporting documents may be viewed at the Whatcom County Planning and Development Services office at 5280 Northwest Drive, Bellingham, WA. Any person may submit written comments to Andrew Hicks, Technical Administrator, Whatcom County Planning and Development Services, 5280 Northwest Drive, Bellingham, WA 98226 within 30 days of the publication of this notice. Written comments must be received by July 22, 2025. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law. Any person wishing to receive personal notice of any hearings must notify the Hearings Examiner's office, 311 Grand Ave. Ste. 105, Bellingham, WA 98225, within 30 days of the notice of application.
