Notice of Intent to Issue
Title V Operating Permit #14-00003
Under 25 Pa. Code § 127.521, the Department of Environmental Protection (DEP) intends to issue a renewal Title V Operating Permit to the Pennsylvania State University (PSU) for their University Park Campus located in College Township, Centre County. The PSU representative to contact regarding the proposed operating permit is Mr. Gary Helsel, P.E., Environmental Compliance Engineer, 114 Fox Hollow Building, University Park, PA 16802.
The facility's main sources are the boilers and combustion turbines at the facility's two steam plants, a waste incinerator, as well as several generators and smaller boilers located throughout the facility. The facility has potential emissions of 331 tons per year (tpy) nitrogen oxides, 187 tpy carbon monoxide, 33 tpy volatile organic compounds, 41 tpy particulate matter, 11 tpy sulfur oxides, 9 tpy of combined hazardous air pollutants, and 458,000 tpy of CO2e (greenhouse gases). The applicable RACT3 requirements of 25 Pa. Code §§ 129.111 – 129.115 have also been included for affected sources in the proposed renewal permit. No emission increases at the facility are proposed as part of this renewal. The emission limits, throughput limitations and work practice standards along with testing, monitoring, record keeping and reporting requirements have been included in the operating permit to ensure the facility complies with all applicable Federal and State air quality regulations. These operating permit conditions have been derived from the applicable requirements of 40 CFR Parts 52, 60, 62, 63 and PA Code Title 25, Article III, Chapters 121 through 145.
Copies of the application, DEP's analysis and all pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. Appointments for scheduling a review must be made by calling 570-327-3636.
Any person(s) wishing to provide the Department of Environmental Protection with additional information, which they believe should be considered prior to the issuance of this permit, may submit the information to the Department of Environmental Protection at the address shown in the preceding paragraph. A 30-day comment period from the date of this publication will exist for the submission of comments. Each written comment must contain the following:
Name, address and telephone number of the person submitting the comments.
Identification of the proposed permit (Permit No. 14-00003).
Concise statements regarding the relevancy of the information or objections to issuance of the permit.
A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department of Environmental Protection determines such notification is sufficient.
