Missouri Commercial Development LLC (Owner) and Ozark Marketplace CID (CID) are seeking separate, sealed bid proposals endorsed "W South Street Improvements for Ozark Marketplace", addressed to Missouri Commercial Development LLC, 709 Hwy 28 West, Belle, MO 65013, will be received until 2:00 PM, Prevailing Local Time, on July 25, 2025, at the offices of OWN, Inc, 3213 S. West Bypass, Springfield, MO 65807 and at that time will be publicly opened and read aloud. Any bid received after such time and date may not be considered. The scope of work includes removing 2 channelizing islands and 340LF of concrete median strip, adding to W South St approximately 260 LF of 6" raised concrete median strip, 190 LF of 4' shoulder, and 290 LF of new pavement for an 11' right turn lane. The project also includes relocating and adding new signal equipment for the 19th & W South St intersection; the entire intersection will be restriped in conformance with MoDOT standards and 4 new channelizing islands will be added. The NW pole at the W South St and 17th St intersection will be relocated to accommodate the pavement widening in the Ozark Marketplace Public Improvement Plans. Sidewalk to be installed on the north side of W South St between 19th and 17th St. Two new ditches will be graded in on the north side of W South St and the existing storm sewer will be extended. Temporary Traffic Control is required on W South St. All work shall be performed in accordance with the W South Street (Bus 65) Improvements Plan Set by OWN and the South St & 19th St Signal Improvement Plan Set by CJW. Wage rates paid on construction work for this project shall be at least equal to the prevailing wage rates in the contract documents and specifications. State wage rates are applicable. Digital plans and specifications for the South St & 19th St Signal Improvement Plans may be obtained from the offices of CJW, 5051 S National, Suite 7A, Springfield, MO 65810 or by emailing gevans@gocjw.com. No bidder may withdraw their bid within 60 days after the date of the opening thereof. Bids must be on forms provided and all unit price bids, extensions and total provided thereon shall be completed fully. Each bid must be accompanied by certified check or bank cashier's check payable to Owner, or a Bid Bond, duly executed by the bidder as principal and having as surety thereon a surety company meeting the requirements in the Instructions to Bidders in the amount of 5% of the bid. The selected bidder must furnish payment and performance bonds on the forms provided, payable to Missouri Commercial Development LLC, the Ozark Marketplace Community Improvement District, and the MO Department of Transportation, in the amount of 100% of the contract price in conformity with the General Conditions. Bidders are informed that all contractors must comply with all applicable laws, ordinances, rules and regulations, and the requirements of the Equal Opportunity Act and it is not the intent of Owner or CID to arbitrarily dismiss any authorities. Bidders are notified that in any contract entered into under this advertisement, minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award. The bidder shall ensure that disadvantaged business enterprises have the opportunity to participate in the performance of this contract and/or any subcontracts. Owner and CID reserve the right to reject all bids, to reject any non-responsive bid, to seek additional bids, and to solely determine the lowest, most responsive, and most responsible bid.
