PUBLIC NOTICE Housing & Community Development Department (HCDD) U.S. Department of Housing and Urban Development (HUD) Substantial Amendments to Annual Action Plans, Consolidated Plan and Uniform Relocation Act (URA) Summary The City of Kansas City's Housing and Community Development Department has amended its Annual Action Plans, 2022-2026 Consolidated Plan and the Uniform Relocation Act (URA). The 5-year Consolidated Plan contains information on housing needs, market conditions, goals, and multiyear strategies and objectives for addressing the City's housing and community development needs. The plan was constructed on a strategic framework which emphasized building upon existing area planning and resident consensus, increasing homeownership, support for community development activities, increasing access to affordable housing, continuing a strong homelessness prevention and rapid re-housing program, and developing sustainable management capacity to initiate large-scale development projects. Annual Action Plans are mandated by the U.S. Department of Housing and Urban Development (HUD) which outlines local affordable housing and community development needs and identifies strategies for addressing them. The plan identifies activities that the City expects to undertake through direct action or through the provision of funding to other entities. In addition, the Annual Action Plan includes the City's application for the federal grants received from HUD. These grants, the Community Development Block Grant (CDBG) and the HOME Investment Partnership (HOME), fund the majority of the affordable housing and neighborhood improvement programs provided by the City. The URA establishes minimum requirements for the acquisition of real property and the displacement of persons from their homes as a result of acquisition, rehabilitation or demolition for a federally-funded project. This Act protects people who are displaced by a federally assisted project, regardless of their income. Details on how to comply with URA can be found in HUD Handbook 1378. This document describes general policies and procedures. However, it is not all inclusive of URA requirements to which the development team must adhere. It is a high-level overview of the City of Kansas City Missouri's oversight. Please refer to the Federal Register 49 CFR Part 24 for details.
